Превентивне активности у систему здравствене заштите у Републици Србији

Abstract

Здравствена заштита подразумева спровођење мера за очување и унапређење здравља грађана, спречавање, сузбијање и рано откривање болести, повреда и других поремећаја здравља и благовремено и ефикасно лечење и рехабилитацију. Према англосаксонским ауторима превенција се дефинише као скуп мера на три нивоа: примарна превенција – примењује се пре настанка болести, као унапређење и очување здравља, сузбијање и спречавање болести; секундарна превенција – рано откривање и благовремено лечење и терцијeрна превенција – подразумева рехабилитацију. Превентивни програми у Републици Србији из године у годину обогаћени су различитим садржајима у складу са издвојеним приоритетним потребама становништва. Министарство здравља, кроз рад сектора за јавно здравље Министарства здравља одобрава примену програма на националном нивоу и прописује обавезу праћења реализације истих, као и остварења постављених програмских циљева. Програмске активности се финансирају из буџетских средстава Републике Србије. Превентивне активности у систему здравствене заштите у Републици Србији регулише примарна регулатива – кључни закони, Закон о здравственој заштити, Закон о здравственом осигурању, Закон о јавном здрављу, Закон о заштити становништва од заразних болести и други, као и бројни подзаконски акти. У обезбеђивању и спровођењу здравствене заштите у Републици учествују грађани, породица, послодавци, образовне и друге установе, хуманитарне, верске, спортске и друге организације, удружења, здравствена служба, организација за здравствено осигурање, као и општине, градови, аутономне покрајине и Република, представници медија уз мултисекторски и интердисциплинарни приступ. Групе превентивних активности у систему здравствене заштите Репу- блике Србије уобличене су у програмима од општег интереса и спроводи их и/или њима координира мрежа института/завода за јавно здравље. Институт за јавно здраве Србије „Др Милан Јовановић Батут“ и мрежа института и завода за јавно здравље има за циљ да планира, спроводи, прати и евалуира активности јавног здравља, координира, усклађује и стручно повезује рад учесника у систему јавног здравља.

Health care implies the implementation of measures for the preservation and improvement of the health of citizens, prevention, suppression and early detection of diseases, injuries and other health disorders and timely and eff ective treatment and rehabilitation. According to Anglo-Saxon authors, prevention is defi ned as a set of measures consisting of three levels: Primary prevention – applied before the onset of the disease, and includes promotion and preservation of health, suppression and prevention of disease; Secondary prevention – early detection and timely treatment, and Tertiary prevention which implies rehabilitation. Preventive activities in the health care system in the Republic of Serbia are regulated by the primary legislation - key laws, the Health Care Law, the Health Insurance Law, the Public Health Law, the Law on the Protection of Population from Communicable Diseases and others, as well as numerous by-laws. Citizens, families, employers, educational and other institutions, humanitarian, religious, sports and other organizations, associations, health services, health insurance organizations, as well as municipalities, cities, autonomous provinces and the Republic, as well as the media representatives with multi sectoral and interdisciplinary approach, participate in the provision and implementation of health care in the Republic. Groups of preventive activities in the health care system of the Republic of Serbia are shaped in programs of general interest and implemented and / or coordinated by a network of institutes / public health institutes. Th e aim and goal of the Institute of Public Health of Serbia “Dr. Milan Jovanović Batut” and the network of public health institutes, is to plan, implement, monitor and evaluate public health activities, coordinate, harmonize and expertly link the work of participants in the public health system. Th e implementation of preventive activities aims at preserving and improving health, discovering and suppressing the risk factors for the emergence of diseases, acquiring knowledge and habits of a healthy lifestyle; prevention, suppression and early detection of diseases; timely diagnosis, timely treatment, rehabilitation of the sick and injured; information that the population or an individual needs for responsible behavior and for the exercise of the right to health, continuous education of personnel. Health care represents an organized and comprehensive activity of society with the basic goal of achieving the highest level of the population’s health preservation, and the society as a whole. Preventive programs in the Republic of Serbia from year to year are enriched with diff erent contents in accordance with the priority needs of the population. Th e Ministry of Health, through the work of the public health sector of the Ministry of Health, approves the application of the program at the national level and prescribes the obligation to monitor the realization of the same, as well as the realization of the assigned program goals. Program activities are fi nanced from the budget funds of the Republic of Serbia. Evaluation of implemented programs is a prerequisite for defi ning modifi cation or program innovation, discontinuing ineff ective and introducing new ones, in accordance with the needs of society and public health priorities.
