Самоградња и ромска кућа

Abstract

Самоградња је доминантни облик изградње људских станишта уопште, изградње стана у Србији и нарочито изградње стана и станишта у Рома. Упркос томе, самоградњи стана није посвећена нужна пажња у управним, научним и академским, медијским, привредним или грађанским институцијама, а није присутна ни као модел у официјелном решавању проблема становања Рома. У оквиру самоградње стамбених јединица, као средства за обезбеђење доступног и одрживог стана за рањиву ромску и осталу популацију, могу се уочити и проучити бројни примери организације суседства, куће и стана, добри и мање добри. Било би потребно да се овај облик изградње организовано помогне и усаврши савременим знањима и средствима друштвене организације, грађевинарства, архитектуре и урбанизма. Међутим, постоји и препрека: самоградња било ког објекта за који је потребна грађевинска дозвола у Србији, по важећим прописима није дозвољена. То развој овог начина обезбеђења стана у релевантној пракси омета, сужава и гаси, како за Роме као градитеље тако и за институције које би истраживале могућности развоја у том правцу.

The practice of self-building a home is the dominant form of the construction of human dwellings in general, the construction of homes in Serbia and, in particular, the construction of Roma homes and dwellings. Nevertheless, self-building has not been dealt with due attention by official administrative, scholarly, academic, media, economic and civil institutions, and it has not been included as a model in the official efforts to solve the housing problem of the Roma. In the context of the self-help construction of housing units as a mean of providing affordable and sustainable housing for Roma and other vulnerable populations, it is possible to observe and study many examples of organizing the neighbourhood, the home and dwelling (both good and not so good). This form of construction should be supported and enhanced using modern knowledge and resources of community organizations, civil engineering, architecture and urban planning. however, there are obstacles: under current regulations in Serbia, it is not allowed to self-build any facility that requires a building permit. This impedes, hinders and suppresses the development of this method of obtaining a home, both for Roma as builders and institutions that could be interested in exploring the possibilities of development in this direction.
