At the very start of his rule, in 1282 King Milutin conquered from Byzantine Emperor Michael VIII Palaeologus a number of towns and areas, including Skopje with its region. Soon after, Emperor Andronikos II Palaeologus won over the town. Conditions for the Serbian King to take his first ktetor enterprises and regulate different issues regarding religious endowments in the region were created only with his new conquest of Skopje and the start of negotiations on peace and recognition of all his previous conquests of the territories of the Empire in 1298. King Milutin then
restored the monasteries of St George and St Nikita and returned to Hilandar the cell of St Petka, which had been given as a gift to this Athonite monastery by his father King Uroš and which the monastery lost once Uroš no longer ruled Skopje and its region. All these acts included issuing of relevant charters of the king. After brokering a peace agreement and establishing family links with the Byzantine Emperor, by ma...rrying Simonida in spring 1299, King Milutin issued confirmation charters for these endowments. What has been preserved of all the documents issued for endowments in the region of Skopje in the years before and after the marriage are only the beginning of the first charter for the monastery of St George, issued around 1298, the major part of the confirmation charter (without the introductory part) for the same monastery,
issued in 1299/1300, and the confirmation charter about the gift of the chapel of St Petka to Hilandar, issued at around the same time.
