Slobodan Jovanović in the Ministry of Foreign Affairs (1892–1897) [Part one]

Slobodan Jovanović (1869–1958) was a renowned Serbian scholar and statesman, lawyer, legal and political philosopher, historian, literary critic and writer, professor of public and constitutional law. This paper deals with Jovanović’s early carier in the Ministry of Foreign Affairs of the Kingdom of Serbia (1892–1897). At that time, Balkan states were involved in ruthless propaganda war. Jovanović was appointed an attaché to the Serbian Legation at Constantinople (1893) and, in 1894, promoted to the Chief of the Educational Section of the Political division of the Ministry, the so called “Propaganda” (1894–1897). In a series of articles published in political magazine Red (The Order) Jovanović revealed that Austro-Hungarian propaganda delivered articles to foreign (neutral) newspapers in London (The Times, The Standard, The Daily News) in which the authors pleaded for intervention in Serbia (“for the sake of peace and stability in Europe”).
