Намера др Владана Ђорђевића да у Београду изгради приватну болницу у
којој би се лечили и радници који уплате годишње здравствено осигурање изазвала је полемику
у којој су учествовали др Владан и противници ове идеје, сарадници и уредници листова Радник,
Враголан и Ружа. Због малог броја заинтересованих Владан је одустао од овог наума и одлучио
да у својој кући отвори болницу. Добио је дозволу за рад, али не и право да ову установу назове
„Приватна болница“. Као одговор на одлуку Министарства унутрашњих дела (МУД) др Владан
Ђорђевић објављује расправу Санитетски послови у Србији у којој је подвргао жестокој критици
рад санитетских власти. Износећи бројне примедбе на начин трошења средстава „Шпитаљског
фонда“, лошу организацију санитетске службе, немар власти када је у питању јавна хигијена
итд. Владан Ђорђевић даје и предлоге за решавање постојећих проблема. Неки од тих предлога
су уграђени у Закон о уређењу санитетске струке и о чувању народног здравља.
During his studies, Dr Vladan Đorđević became interested in organisation of medical
service, matters of public hygiene and in medical legislation. During his stay in Austro-Hungary
and Germany he gained knowledge about systematic soultions which were enabling more
efficient and more effective functioning of medical service. Upon his return to Serbia, he wanted
to implement this knowledge in practice.
With the intention of introducing health insurance for laborers, he decided to open private
hospital. He notified the public about it in his Open letter which was published on March 14,
1872. He invited Belgrade laborers to pay annual insurance of 1 gold coin and become entitled
to treatment at his hospital, regardless of the type of illness, duration of treatment or potential
surgical interventions that might have to be made. Dr Vladan Đorđević’s intention to open
private hospital which would treat anybody who pays health insurance into hospital’s fund was
met with h...arsh criticism from socialists, gathered around publications Radnik and Vragolan.
Because of small number of interested people, Dr Vladan Đorđević abandoned the idea of
building a new hospital, and asked permission from the Ministry of Internal Affairs to open private
hospital in his own house. Minister made the decision by which Dr Vladan Đorđević “is not forbidden”
to treat patients in his house, but he was not allowed to use the term hospital for this purpose.
As a response to this decision, Dr Vladan Đorđević published his debate Sanitetski poslovi
u Srbiji, wherein he pointed out poor functioning of civil medical service. He stated numerous
objections to the work of Serbia’s civil medical administration, to the ways of spending money
from the “Hospital Fund” and to insufficient knowledge of the then head of medical service about
anti-epidemic measures, as well as to lack of interest of medical administration in the matters of
school hygiene, nutrition of the population, swamp draining and other matters related to public
hygiene. In addition to the objections to the work of medical authorities, in this debate he also
provided proposals how to improve the existing conditions.
In 1879, Dr Vladan Đorđević was appointed Head of Medical Department in the Ministry
of Internal Affairs, within which he would reform civil medical service with his proposal of the
Law on National Health Care Fund (1879) and the Law on the organization of medical profession
and preservation of people’s health (1881).
The debate Sanitetski poslovi u Srbiji led to Dr Stevan Milosavljević’s crude attack not
only on Vladan Đorđević and his father Đorđe, but also on Dr Jovan Valenta, Dr Josif Holec, Dr
Sava Petrović, Dr Đorđe Klinkovski and Dr Jovan Mašin, who sided with Vladan in discussions
regarding status of medical service in the Princedom.
The attacks that he was exposed to because of his published debates made Vladan Đorđević
write in his letter to Valtazar Bogišić on November 27, 1872, the following: “The entire misery of
’practical’ life came crumbling at me like the sea, and it is drowning me, and all my scrambling
is not helping me.”
