dc.description.abstract | Актуелна економска криза, изазвана сломом тржишта капитала, погодила је све земље. Глобална криза је посебно погодила европске земље у транзицији, које су тек после 10 до 20 година достигле ниво агрегатне производње из 1989. Транзициона контракција официјелно је означена као рецесија, мада је према дубини и трајању очигледно у питању била депресија. Србија је у посебно тешкој ситуацији, јер се од 16 транзиционих земаља централне, источне и југоисточне Европе налази на најнижем нивоу транзиционог опоравка – БДП је 2008. износио свега 72% аутпута из 1989, упркос респектабилним стопама раста претходних година. Глобална криза је одложила излазак Србије из транзиционог заостајања за крај друге деценије овог века, након тридесет година депресије и опоравка. Излазак из фазе транзиционог опоравка успоравају и проблеми у монетарној сфери, а пре свега рестриктивност монетарне политике, евроизованост (двовалутност), подмонетизованост и трошкови монетарне регулативе. Монетарни фактори утичи и на трошкове финансијског посредовања, посебно подстицањем раста реалних каматних стопа на кредите предузећима и становништву, спутавајући тако инвестиције, али и агрегатну тражњу. Отуда кредибилна монетарна политика с антицикличним мерама има изузетан значај за излазак из предугог транзиционог опоравка. | sr |
dc.description.abstract | The current economic crisis, caused by the collapse of capital markets, has affected all countries. The global crisis has especially hit European countries in transition, which had managed, only after 10 or 20 years, to restore the level of aggregate production from 1989. The transitional contraction has been officially marked as a recession, although its depth and duration clearly show that it was a depression. Serbia is in a particularly difficult position because it has the lowest level of transitional recovery among 16 transition countries of Central, Eastern and South- Eastern Europe – its GDP in 2008 amounted to only 72% of the output in 1989, despite respectable growth rates in previous years. The global crisis has delayed Serbia’s exit from the transition lag to the end of the second decade of this century, after thirty years of depression and recovery. The exit from the stage of transition recovery is being slowed down by problems in the monetary sphere, particularly the restrictive monetary policy, euroization (dual-currency), sub-monetization and costs of monetary regulation. Monetary factors affect the cost of financial intermediation, especially by encouraging the growth of real interest rates on corporate and household loans, thus hampering both investment and aggregate demand. Hence, a credible monetary policy with anti-cyclical measures is extremely significant for Serbia’s exit from its overlong transition recovery. | sr |
