dc.description.abstractСавремена привредна криза је деоница на путу исцрпљивања „европске врсте развоја”. У оцени природе и узрока кризе савремене светске привреде постоје велике разлике међу економистима. У одговору носилаца економске политике на ову кризу постоји једногласност. Сви траже спас у кејнзовској терапији: повећавање платежно способне тражње помоћу високих јавних расхода и ниских каматних стопа. Остварења су за сада доста скромна: споро оживљавање привреде, раст јавног дуга, неизвесност у погледу кретања девизних курсева и платних биланса, слаби изгледи за раст запослености. Оба средства макроекономаке регулације изневеравају очекивања. „Невидљива рука” тржишта не успева да обезбеди одговарајући раст светског производа. „Видљива рука државе” не успева да обузда расипно коришћење природних богатстава. Смак света ипак није на видику. И ова криза ће бити превладана. Али је већ сада извесно да свет неће моћи дуго да природна богатства користи расипно као до сада. Није главно питање како расподелити природна богатства, него како расподелити оскудицу у њима. Даљи развој светске привреде и међународних односа уопште умногоме ће зависити од тога како ће се решавати питање те расподеле. Цео свет ће бити угрожен уколико се моћне државе нађу пред избором: заустављање својих машина и отпуштање својих радника или запоседање туђих природних богатстава силом. „Европска врста развоја”, која је економски препородила цео свет, учинила је светску привреду неуправљивом. Главни разлог је противречност између тежње за неограниченим увећа- вањем прерађивачке моћи света и ограничености залиха природних богатстава. Предупређивање будућих криза светске привреде претпоставља управо њену управљивост. Свету је очито потребна стратегија развоја, која би у условима релативне оскудице у природним богатствима, обезбедила прерасподелу могућности за развој. Но како нема светске владе, нема ни светске стратегије. У сваком случају, уколико би било настављено садашње стихијно кретање светске привреде, човечанству би преостало вероватно још око сто година. Да би опстало, оно би очигледно већ данас морало да има у виду да је Hanibal ante portas.sr
dc.description.abstractThe contemporary economic crisis is a phase in the course of the exhaustion of the “European type of development”. Economists differ greatly regarding the nature and the causes of the crisis of the contemporary world economy. However, economic policymakers are practically unanimous when it comes to the response. They all see the salvation in Keynesian therapy: the increasing of effective demand through high public expenditures and low interest rates. So far, the results have been rather modest: economic recovery has been slow, public debt has increased, there is uncertainty regarding the movement of exchange rates and balances of payments, and the prospects for growth in employment are meager. Both instruments of macroeconomic regulation have betrayed expectations. The „invisible hand” of the market has failed to ensure desirable growth of the world product. The „visible hand” of the State has failed to prevent wasteful use of natural resources. Nevertheless, the end of the world is not nigh. This crisis will also be overcome. But it is already certain that the world will not be able to use natural resources as wastefully as it has. The crucial question is not how to distribute natural resources, but how to distribute the scarcity of those resources. The further development of the world economy and of international relations in general will greatly depend on how the question of this distribution will be resolved. The entire world will be endangered if the powerful states are forced to choose between stopping their machineries and firing their workers or appropriating others’ natural resources by force. The „European type of development” that has regenerated the entire world has also made the world economy ungovernable, the main reason being the contradiction between the tendency for unlimited increase of the world’s manufacturing power and the limits of the reserves of natural resources. The prerequisite for the prevention of future crises of the world economy is its governability. The world obviously needs a strategy of development which, having in mind the relative scarcity of natural resources, ensures a redistribution of development possibilities. But, as there is no world government, there is no world strategy. In any case, if the world economy continues on its present uncontrollable course, humanity probably does not have more than a hundred years left. In order to survive, already today it would need to realize that Hannibal is at the gates.sr
