Могућности превенције у здравственом систему Србије: проблеми и перспективе

Abstract

Основни изазови превенције у Србији повезују се са одрживим развојем и наглашава се значај нове филозофије здравља, а не болести, значај једнакости насупрот стварања неправичних друштава и значај смањивања разлика у здрављу према материјалном стању, образовању, роду и месту становања. У овом наративном прегледу приказују се разлози који су водили угледању на циљеве одрживог развоја Уједињених нација. Поред прегледа здравственог система Србије, представљени су и изазови превенције у нашој земљи. Анализа показатеља здравља у Србији указује у просеку на значајна унапређења здравственог стања, али и на постојање изразитих неједнакости у здрављу. Девет задатака у оквиру трећег циља одрживог развоја, који махом произилазе из достигнућа миленијумских циљева развоја, обезбеђују инспирацију за оснаживање превенције и јавног здравља, подршку истраживањима и развоју вакцина и лекова, унапређењу приступачности здравствених услуга, унапређењу финансирања и развоја људских ресурса за здравље, као и јачању капацитета земље за рано препознавање, смањивање ризика и менаџмент националних и глобалних ризика по здравље. Преглед перспектива за превенцију у здравственом систему Србије разматра се кроз међународне здравствене политике. Истакнута је саветодавна улога Здравственог савета Србије у оснаживању превенције која ће бити заснована на приступу одрживог развоја.

Th e main challenges of prevention in Serbia are linked to sustainable development and emphasize the importance of a new philosophy of health, not illness, the importance of equality versus the creation of unjust societies and the importance of reducing health diff erences following material condition, education, gender and place of living. Also, this narrative review outlines the reasons that led to the United Nations sustainable development goals. In addition to the discussion of the health system of Serbia, the challenges of prevention in our country have been presented. Th e analysis of health indicators in Serbia indicates, on average, signifi cant improvements in health status, but also, the existence of signifi cant inequalities in health. Nine tasks under the third goal of sustainable development, which mostly stem from the achievements of the Millennium Development Goals, provide inspiration for strengthening prevention and public health, supporting research and development of vaccines and drugs, improving the accessibility of health services, improving fi nancing and developing human resources for health, and strengthening country capacity for early recognition, risk reduction and management of national and global health risks. An overview of the perspectives for prevention in the health care system of Serbia is being considered through international health policies. The advisory role of the Serbian Health Council in strengthening prevention that will be based on the approach to sustainable development is highlighted.
