Могућности унапређења повртарске производње у сеоским подручјима кроз одрживо коришћење природних ресурса
Vegetable production increases possibilities through sustainable use of natural resources (in rural areas)
Apstrakt
У склопу свих глобалних климатских, али и економ-
ских промена, пољопривреда, као стратешки државни сектор, покушава већ
неколико деценија, да нађе прави пут који би јој обезбедио одрживост у ве-
ликој светској конкуренцији. Савремена пољопривредна производња данас
представља веома динамичну и иновативну привредну делатност за коју је
потребно одговарајуће знање без ког учесници у том процесу нису у могућ-
ности да је спроведу на одржив начин.
Србија је традиционално повртарска земља са изванредним климат-
ским и земљишним потенцијалима за ту производњу. П роизводња поврћа
спада у групу најинтензивнијих пољопривредних делатности. Сео ска под-
ручја су носиоци те производње. Србија се данас не може похвалит и да спада
у ред земаља са развијеном повртарском производњом. То је и разум љиво,
јер та производња представља само једну карику у укупном пољопривре-
дном, тачније речено привредном и друштвеном амбијенту. Не поставља се
питање унапређења производње, него само питање ...границе до које то треба
чинити, како би се утицај интензификације што мање рефлектовао на обно-
вљиве природне ресурсе, пре свега на земљиште, воду, биодиверзитет. Из тог
разлога унапређење повртарске производње треба посматрати са два аспе-
кта, одрживог и заштитног. Одрживи систем производње поврћа се уклапа
у систем органске производње, где се са природним ресурсима „одрживо“
газдује. Заштитни аспект се односи на концепт интензификације ковенцио-
налне производње поврћа, где би се разноликим мерама (закони, правилни-
ци) природни ресурси морали заштитити од неких негативних утицаја тог
концептуалног решења.
Простора за унапређење повртарске производње у Србији има много,
пре свега због тога што је овај сектор, од стране државе, годинама констант-
но запостављан и маргинализован у поређењу са осталим пољопривредним
гранама. И поред тога наша повртарска производња има завидан капацитет.
Њен највећи ресурс јесу индивидуални произвођачи који су се кроз овај, ни-
мало лак, транзициони период „очеличили“ и данас представљају оно језгро
чије производе видимо кроз бројке у спољнотрговинској размени са светом.
На институцијама државе стоји обавеза да им се сада помогне, уколико же-
лимо да их неко у тој повртарској мисији наследи и на тај начин сачува и село
од даљег пропадања.
Bearing in mind the overall situation related to global economic changes
which have an impact on agricultural production, prominent depopulation of
villages, land fragmentation, accessibility of quality land and water, knowledge
transfer, market liberalization, environmental protection, and on the basis of the conducted analysis of vegetable production in Serbia, the following recommendations
for the sustainable improvement of vegetable production can be off ered.
• Build and renovate rural infrastructure and make rural areas better for
living and more competitive, so that they do not represent only the places
for food production but also for pleasure, rest, cultural advancement.
• Th e relevant ministry should be requested to fi nally create a valid database
regarding agricultural production or improve the existing Register
of agricultural holdings. Th ese data could be the basis for observing and
improving the government measures related to the vegetable production,
among... other things.
• Signifi cantly increase subsidies for vegetable production and enable favourable
credit lines for obtaining more modern protected areas, specialized
mechanization, distributional centers, cold storage plants, means of
transportation, as well as for the promotion and selling of products.
• Allow vegetable farmers to lease public land on the basis of the priority
right to lease. Th is would lead to multiple results, such as the increase
of vegetable production volume, the rise of producers’ competitiveness,
protection of natural resources (the appropriate crop rotation will be
conducted more easily). Use stimulations and regulations to inspire the formation of “rural industrial
zones” where agricultural capacity for processing and production
will be constructed. Next, stimulate the organization of greenhouse/
glasshouse vegetable production in the industrial zones (use the benefi
ts off ered by the law on industrial zones). Contemporary greenhouse/
glasshouse production does not diff er greatly from any other industrial
production according to all parameters.
• Enable and regulate legally the use of renewable sources of energy, primarily
geothermal water and biomass, for heating the greenhouses/
glasshouses.
• Intensive vegetable production demands the maximum engagement
of professionals and fast fl ow of information regarding weather conditions,
as well as regarding the occurrence of diseases and pests, so it is
of utmost necessity to create a better network of weather forecasting and
reporting and professional consulting service. Despite its unquestionable
knowledge and professionalism, the existing consulting service is
burdened by formal and bureaucratic activities and simply has no time
to perform its primary task (from the point of view of producers).
• Institutionally prompt the formation of new associations of vegetable
farmers and strengthen the existing associations by a more intensive support
by means of investment (distributional centers, cold storage plants,
processing plants, marketing and product promotion). Th e motive for
the formation of associations must be economically justifi ed.
• Vegetable farmers, vegetable associations and scientifi c and educational
institutions should be systematically included in government and local authorities and bodies which make strategies and short-term and longterm
measures in the fi eld.
• Use legal acts to establish the appropriate transfer of knowledge from the
institutions doing research in this fi eld to the end users of this information
(industry or farmers). A similar system is used in medicine and primary
and secondary education (licences). In contrast with these fi elds,
nobody has the obligation to visit agricultural professional and scientifi c
conferences?!
• Yield should not be the priority in vegetable production. A product will
be more expensive and competitive if it is safe in terms of health and recognizable
in the market. Th us, the implementation of appropriate standards
in the primary production and processing of vegetables should
be encouraged (GAP, organic and integrated production, geographical
indications, branding).
• Stimulate the industrial vegetable production, i.e. its processing sector,
particularly in Vojvodina. Quality land, irrigation possibilities, large areas,
modern mechanization and knowledge of this technology enable
the production of quality and cheap raw materials, which are extremely
competitive Th ere are a lot of possibilities for improving vegetable production in Serbia,
mostly due to the fact that the state has constantly neglected and marginalized this
sector in comparison with other agricultural branches. Despite this fact, our vegetable
production has enviable capacity. Individual producers represent its largest
resource; they have “steeled” themselves during this diffi cult, transitional period
and today they embody the production core whose products are visible in the
fi gures in our global trade exchange. Th e government authorities are obliged to
help them now if we want somebody to follow these individuals in their vegetable
farming mission and thus protect the villages from disappearing.
