Analysis of the Universal Thermal Climate Index during heat waves in Serbia

AB  - The objective of this paper is to assess the bioclimatic conditions in Serbia during summer in order to identify biothermal heat hazard. Special emphasis is placed on the bioclimatic index UTCI (Universal Thermal Climate Index), whose purpose is to evaluate the degree of thermal stress that the human body is exposed to. For this research, mean daily and hourly (07:00 and 14:00 CET) meteorological data from three weather stations (Zlatibor, Novi Sad and Nig) have been collected for the period from 1998 to 2017. In order to identify patterns of biothermal heat stress conditions, the thresholds of the daily UTCI (UTCI >= 38 degrees C, referred to as very strong heat stress, VSHS) at 14:00 CET are compared with the thresholds of daily maximum air temperature (t(max) >= 35 degrees C, referred to as hot days, HDs), which are further termed as heat wave events (HWEs). The findings show that the UTCI heat stress category "very strong heat stress" at 14:00 CET indicates heat waves. The most extreme heat wave events occurred in 2007, 2012, 2015 and 2017. Moreover, three HWEs at Nis that occurred in July 2007 lasted 3, 10 and 4 d. HWEs and very strong heat stress events (VSHSEs) recorded in July 2007 (lasted 10 d each), 2012 (lasted 9 and 12 d) and 2015 (lasted 7 and 10 d) were of the longest duration and are considered to be the indicators of biothermal heat hazard. The daily UTCI14h heat stress becomes more extreme in terms of severity and heat wave duration up to very strong heat stress.

Climate Services for Resilient Climate Planning of the Natural Heritage—Serbian Experiences

AB  - As a signatory of all relevant international documents that support climate change issues, the Republic of Serbia is conducting a continuous process of harmonization of the legal and planning framework. The expected adoption of the National Climate Change Strategy, together with the Action plan will accomplish an important step toward establishing the needed strategic framework to combat climate change and promote adaptation. In the context of climate change, throughout the planning process there is a need for accurate climate services coming from not
only national but also international sources (WMO Climate Services, FAO climate change resources, UNESCO’s climate change actions, etc.), covering data on rainfall, temperature, soil moisture and wind, as well as analyses and assessments within risk and vulnerability, together with projections and scenarios. Due to the increasingly visible effects of climate change, there is a need to enhance the level of protection of the natural and cultural heritage, and for the formation of appropriate databases. Thus, this paper gives an overview of the international and national framework regarding the climate services needed within the planning process and stresses their importance in achieving resilient climate planning of the natural and cultural heritage. Further, by presenting a selected case study, this paper outlines the main gaps as well as the advantages within the current framework in Serbia. The paper concludes by stressing that, within the planning process, climate services are playing a significant role in formulating adequate measures to cover mitigation and adaptation.

Surveying of Belgrade: Technical Background of Emilijan Josimović Plan from 1867

AB  - Plan for the reconstruction of Belgrade, formulated by Emilijan Josimović in 1867 is one of the most researched urban plans in Serbia. Anyhow, one aspect of the plan, the survey of Belgrade, has remained outside the focus of scholars. This paper analyzes and presents the surveying of Belgrade, made by Josimović, as part of the activities on making the well-known plan of the city. The research question we have set out is: how, when, with which instruments, means, and the material did Josimović produce a geodetic map of the city? Archival materials, various maps, literary sources, as well as two Josimović’s publications from 1862 and 1867, were used in the description and analysis of the production of the first accurate geodetic map of Belgrade urban tissue from the mid-19th century.

Can winter tourism be truly sustainable in natural protected areas?

AB  - Even though legally protected, many areas worldwide are under a certain level of human pressure. Significant for humanity for many reasons, mountain regions are also threatened because of different anthropogenic activities, especially the ones with developed winter tourism. There are four main ski resorts in Serbia (Kopaonik, Zlatibor, Stara Planina and Brezovica) and the strongest environmental impact is registered on Kopaonik Mountain. In this paper, we tried to answer if winter tourism could be sustainable in protected areas, especially on Kopaonik Mountain, which is recognized as the largest ski resort in Serbia and a natural protected area of the highest state level-a National Park. The main threats to the environment in Kopaonik National Park are logging, building and construction of ski slopes, urbanization, artificial snow use, illegal and unplanned building. Negative consequences of winter tourism development are land degradation, deforestation, loss and fragmentation of natural habitats, ecosystem disturbances, erosion, soil loss and pollution, water and air pollution, noise and light pollution. Harmonizing tourism development with conservation activities within natural protected areas is one of the main priorities of sustainable use of natural values and resources. For the successful and sustainable development of an area, it is necessary to conduct multidisciplinary planning, based on the results from the relevant scientific disciplines.

An evaluation of summer discomfort in Nis (Serbia) using humidex

AB  - The bioclimatic analysis of the central area of the city of Nis conducted in this paper is based on the use of the bioclimatic index Humidex, which represents subjective outdoor temperature that one feels in warm and humid environment. The purpose of this research is to observe the index change on a daily basis during the hottest part of the year (June, July, and August) over the period from 1998 to 2017. For the purposes of this analysis, hourly (7:00, 14:00), maximum and mean daily values of meteorological parameters (air temperature and relative humidity) were used, for the period of 20 years (1998-2017), which were measured at Nis weather station (43 degrees 19'N, 21 degrees 53'E, at an altitude of 202 meters). The findings indicate a gradual change in the bioclimatic characteristics of this area during this period, especially over the last decade. After 2007 there has been a decrease in the total number of the days described as "comfortable". However, there has been an increase in the index values in all the other heat stress categories characterized by a higher or lower degree of thermal discomfort. The years 1998, 2000, 2003, 2007, 2011, 2016, 2015, and 2017 stand out as adverse years.

Forest fires in Finland - the influence of atmospheric oscillations

AB  - In Finland, in the period 1996-2017, 28,434 forest fires were recorded (an average of 1,292.5 per year), and the total burned area was 11,922 ha (an average of 541.9 ha per year). In both cases, a statistically nonsignificant downward trend was recorded. Forest fires in Finland do not represent a particularly significant problem, primarily due to climatic characteristics, well-organized fire protection, and low density of population. The research of climate influence included the Atlantic Multidecadal Oscillation (AMO), the North Atlantic Oscillation (NAO), and the Arctic Oscillation (AO). The statistically significant values (p  lt = .05) of Pearson correlation coefficient were recorded for the August values of NAO and the surface area of burned forest (-0.44), the June values of NAO and the average surface area of forest burned per fire (-0.51) and the May AO values and the average surface area of forest burned per fire (-0.45). In both cases, a statistically nonsignificant downward trend was recorded. Анализирано је како су се раст броја становника у урбаним срединама и други чиниоци, те последично ширење градске територије и трансформација постојећих структура и функција, одражавали на физички оквир трговине и простор у коме се одвијала. На основу картографског материјала, писаних извора и литературе, анализиране су промене форме и садржаја чаршија, које су се током 19. века у многим српским варошима претварале у трговачке улице са модерним специјализованима радњама. Посебна пажња је посвећена разумевању ових процеса у Београду у коме се сплет некадашњих чаршија постепено преобликовао, формирајући трговинско-пословно средиште престонице.
AB  - The paper outlines the changes in commercial spatial patterns in Serbia in the 19th century, brought about by the urbanization process. It presents an analysis of the ways in which population growth in urban areas and other factors, as well as the resulting expansion of the urban territory and the transformation of the already existing structures and functions, were reflected on the physical framework for commercial activities and the space in which they were taking place. Based on cartographic materials and written sources, it traces changes in the form and contents of Ottoman-type commercial urban centres (čaršija), which were transforming, in many Serbian towns, throughout the 19th century, into commercial streets with modern specialized shops.
AB  - В статье анализируются изменения форм торговых площадей, наступившие в процессе урбанизации в Сербии в 19 веке. Предоставлен анализ того, каким образом рост населения в городских районах, последующее расширение городских территорий, трансформация уже существовавших структур и функций, а также и другие факторы, влияли на торговую деятельность и пространство, на котором она разворачивалась.
Основываясь на картографических материалах и письменных источниках, отслеживаются изменения формы и содержания торговых городских центров османского типа (срб. чаршија), которые во многих сербских городах 19 века трансформировались в торговые улицы с современными специализированными магазинами. Постепенное освобождение от
османской власти и обретение независимости, также стимулировалось экономическими изменениями, а именно, введением капитализма в Сербию. Тем не менее, три небольших османских торговых центра, ― которые слились в середине 19-го века, сформировав сеть торговых улиц, составляющих тогда центральную часть Белграда, ― и сегодня находятся
в непосредственной близости от центра города. В конце 19 и начале 20 веков торговые улицы полностью занимали центральную часть Белграда, которую сразу после Первой мировой войны назвали «городом».

AB  - Стамбене целине и њихове урбане матрице су важан елемент градског пејзажа,а различити аспекти њихове заштите све више привлаче пажњу. Знатан део тог интересовања још увек је усмерен на појединачне објекте и њихове архитектонске вредности, а много мање на њихова урбанистичка решења по којима су оне формиране и трансформације којима су изложене. Ове целине, мада су често утицале на урбану форму града, данас не уживају степен заштите равноправан ономе који имају изграђене структуре. С друге стране, урбане целине и њихови просторни обрасци посебно су осетљиви на промене изазване економским развојем и модерним стилом живота.
У овом тексту су анализирани примери двеју стамбених целина у Београду – Котеж Неимар и Нови Неимар – насталих иницијативом Грађевинско-техничког предузећа и акционарског друштва „Неимар“. Формиране су у периоду између два светска рата по узору на веома присутан концепт вртног града, односно вртних квартова и предграђа. Савремене трансформације које се у њима одвијају много више следе концепт „компактног града“ него првобитни узор, што представља и највећи ризик за очување њиховог идентитета и специфичности. Намера овог текста јесте да, с једне стране, предочи ризике очувања планираних стамбених целина, а с друге – укаже на значај њихове заштите, како би се допринело и побољшању присутне праксе у заштити урбаног наслеђа.
AB  - Residential areas and their urban patterns are an essential element of the city landscape, and various aspects of their protection are increasingly attracting attention. This interest is still largely focused on individual buildings and their architectural values, and much less on the urban plans that shaped them and to the transformations to which they are exposed. Although these areas contributed to the urban form of the city, do not enjoy the degree of protection equal to those that built structures enjoy. On the other hand, urban areas and their spatial patterns are particularly sensitive to changes caused by economic development and the modern lifestyle.
This article analyzes examples of two residential units in Belgrade - Kotež Neimar and Novi Neimar - established by the Neimar construction and engineering company and joint stock company. They took shape between the two world wars based on the concept of garden city, or garden quarters and suburbs. The modern transformations that have been taking place in these areas conform to the idea of a compact city much more than to the original pattern, which poses a significant risk in preserving their identity and specificity. This article seeks to present the risks associated with the protection of planned residential areas, on the one hand, and to highlight the importance of their protection, on the other, thereby contributing to the improvement of the current practice in the protection of the entire urban heritage.

AB  - The atmosphere is a very sensitive medium to extraterrestrial forces, most importantly, solar electromagnetic radiation and energetic particle intrusion. This released intense solar activity can
cause sudden disturbances in the Earth’s atmosphere and further create ground telecommunication interferences, blackouts, transportation problems, water supply problems, potential health effects, as well as natural disasters, such as forest fires. These extreme events can cause billions of dollars of damage and impact individuals, families, communities, and societies. AB  - In this paper we present an analysis of parameters describing the effective recombination processes in the upper ionospheric D-region in the period of its additional heating by the X-radiation emitted during a solar X-ray flare. We present a procedure for calculation of the effective recombination coefficient and electron loss rate in the period when the X-radiation flux detected by the GOES satellite in the wavelength domain between 0.1 and 0.8 nm increases. The developed procedure is based on observational data obtained in the low ionospheric monitoring by the very low/low frequency radio waves and it is related to the considered area and time period. The obtained expressions are applied to data for the very low frequency signal emitted in Germany and recorded in Serbia during the solar X-ray flare detected by the GOES-14 satellite on May 5, 2010.

AB  - In this work we study the potential of C-band SAR images to map ionosphere disturbances
in the Arctic region. This region is a unique region for ionosphere studies due to the characteristics of the geomagnetic field. In particular, we focus on the SAR interferometry technique as means to measure the temporal variation of propagation delay in correspondence of ionosphere disturbances. This technique provides maps of propagation delay differences between the acquisition dates of the two coherent SAR images needed to estimate the propagation delay over the study area. The high spatial resolution of C-band SAR images, in the order of 25 meters could contribute to the study of spatial distribution of ionosphere disturbances. Digisondes, VLF/ELF receivers and the EISCAT radars in the available in the Arctic region provide the time of ionosphere disturbances due to the solar activity, monitored by the ACE satellite. This allows to select the SAR images to process to map the ionosphere disturbances. The typical spatial coverage and acquisition times of Sentinel-1 images over the Arctic region are reported. A numerical analysis is carried out to estimate the expected ionosphere propagation delay in Sentinel-1 interferograms and so the potential of SAR interferometry to map the effects of ionosphere disturbances.

Residents’ Perceptions of Tourism Impact on Community in National Parks in Serbia

AB  - The research involved a comparison of two case studies dealing with the perceptions of the local population to tourism. The effects and the control of tourism development were analyzed, as well as the availability of information on sustainable tourism and impact on the community in two national parks (NPs) in Serbia. The survey method was applied on a sample of 227 (NP Đerdap) and 210 (NP Tara) respondents. The survey results identified the strong positive perception of the presence of tourists among the two categories of respondents and also certain differences regarding economic benefits of tourism. Research also recognized a poor impact of tourism on the local community in terms of their knowledge and personal involvement. Education and employment in tourism industry were found to be strong factors affecting the residents’ perceptions. Some independent variables significantly predicted the level of local population’s support for tourism in both national parks (tourism impact on job creation, tourism impact on fostering a local culture, etc.). This comparative analysis provides inputs for directing future tourism programmes and devising a development policies adjusted to the needs of the local community.

AB  - There are numerous pull forces that determine destination choice. In the contemporary turbulent
conditions, safety and security risks have a growing role. This is particularly evident in the Mediterranean region, bearing in mind that the political crisis in the Arab world has reflected in this region as the largest receptive market. Therefore, the study has been conducted to determine which factors are the most important in the process of choosing a destination and whether the recent crises have affected travel habits. In addition to the descriptive statistics, the data obtained by the Likert scale were analyzed by independent samples t-test in SPSS. The results have revealed that price, service quality, and risk-related issues are the main parameters of destination choice. In this regard, the respondents expressed their understanding of contemporary security risks in the Mediterranean (terrorist acts, militant groups, migration crisis, etc.). The research also showed the influence of different sources of information on travel habits, primarily word-of-mouth process, and mass media. The crisis has affected the demand allocation, but not trip cancellation. Based on the abovementioned we can conclude that safety and security risks are not the only and decisive factor but represent an important parameter in the destination choice.

At the same time, examples of successful redevelopment in such communities exist both internationally and in the Danube region. The project aims at using a transdisciplinary case study method in order to: identify and analyze existing redevelopment initiatives, select pilot communities in the
project region and negotiate with them development scenarios for economic revitalization. The main scientific and practical outputs will include a system model of possible sustainable revival in former industrial communities and a practical Tool Kit for community-based local redevelopment.

AB  - The purpose of this study is to investigate the potential for restructuring industrial areas toward tourism development within local communities, with a special emphasis on the socio-cultural determinants of residents, as well as their attitudes regarding the sustainable development of tourism. The research is also oriented toward the interests of local communities with respect to entrepreneurial activities in the field of tourism within regions relying on traditional industries, in this case, one of the largest open-pit mining surfaces in Europe (near the Serbian town of Lazarevac). The survey was conducted on a sample of 273 respondents. The research results point to the residents’ attitudes regarding the acceptability of tourism development options, as well as their attitudes toward tourism development, with the aim of providing the conditions for a successful transition from a typical heavy industrial setting toward sustainable tourism development.

AB  - This study investigates the relationship between the quality of hospitality services and sustainable equestrian tourism development in Slovenia. The focus will be on the relations between equestrian tourism motivations, hospitality services quality, overall service quality, equestrian tourists’ satisfaction, and behavioral intentions. The target population was equestrian tourists who stayed in one of 30 tourism farms in Slovenia and used both accommodation and food and beverage services. Face-to-face surveys with convenience sampling were used for the data collection. The results show that equestrian tourism motivations are positively associated with both hospitality services quality and the overall service quality in equestrian tourism. Moreover, the overall service quality in equestrian tourism is positively related to equestrian tourists’ satisfaction, while equestrian tourists’ satisfaction is positively related to behavioral intentions. In addition, accommodation service quality and food and beverage service quality both mediate the association between equestrian tourism motivation and overall satisfaction. The study provides both theoretical and practical implications. For one thing, it fills the research gaps present in the literature. In addition, it gives practical guidelines to farmers and tourism practitioners regarding equestrian tourism development as one of the popular areas of sustainable tourism development in rural settings.

geoportal interfaces. The support points for the problem solutions are formulated and
rationale of each of them is given. The emphasis was placed on the following
orientations: to a flexible process of interface development, the need to introduce
adaptability, progressive development, the motivated abandonment of geospatial
content management systems and the use of third-party libraries where necessary,
problem-solving and achieving goals. The lists of basic functional and qualitative
requirements for graphical geoportal interfaces are given. In the last segment, the
authors share their experience in the development of geoportal solutions.

AB  - Бројне иницијативe за заједничку сарадњу на унапређењу како природне срединe, на заштити културног наслеђа и промоцији туристичког развоја Баната у међународном контексту су евидентне. Обзиром да је Банат географски и историјски регион који припада трима државама, Румунији, Србији и Мађарској, вековима је представљао простор судара и сарадње различитих народа и култура. Овакав вид сарадње у новије време омогућен је првенствено појавом програма финансијске помоћи Европске уније, кроз развој прекограничних региона, а конкретно кроз такозвани ИПА програм прекограничне сарадње. Овај програм допринео је појави великог броја пројеката који су за циљ имали унапређење превасходно друштвеног и привредног развоја, а посебно ћемо се фокусирати на пројекте унапређења природних и културних ресурса на подручју Баната, и са њима у директној вези туристичког развоја овог подручја. Притом ћемо анализирати активности и ефекте спроведених пројеката и извршити процену њиховог значаја за туристички развој региона.
AB  - Numerous local initiatives for joint cooperation in the area of improvement of natural environment and resources, heritage protection and the promotion tourism development of Banat are evident. Since Banat is a geographic and historical region that belongs to the three countries, Romania, Serbia and Hungary, for centuries it represented a space for collisions and cooperation between different peoples and cultures. This type of cooperation is nowadays enabled primarily through the emergence of EU financial aid programs, through the development of cross-border regions, and specifically through the so called IPA Cross-Border Cooperation Program. This program contributed to the emergence of a large number of projects aimed at improving primarily social and economic development. In particular, we will focus on presenting projects of promoting natural and cultural resources in the Banat area and along with them in direct connection the tourism development potentials of this area.

AB  - Despite the significant natural potential, geothermal energy in Serbia has traditionally been used in balneology and recreation, while its share in the country’s total energy balance is almost negligible (0.05%). The present paper deals with the City Municipality of Vranjska Banja as a pioneer in the territory of Serbia in using geothermal energy for heating. The concept and methodology of the present research are directly related to the utilization of geothermal resources for district heating in the Vranjska Banja area. The presented analysis includes: determining the available amount of energy, identifying the energy needs of selected public
facilities, and the estimation of investment necessary for energy utilization. A survey, combined with field research, is focused on four public facilities connected to the heating system relying on geothermal sources, as well as on two facilities that should be connected to the system in the next phases. The results show economic, ecological, and technological advantages of using geothermal heating systems, as well as the acceptable price of equipment maintenance. An economic assessment of the transition of one facility from the existing heating system to a system relying on geothermal energy has also been made. The analysis confirms the cost-effectiveness
of using geothermal energy and reveals numerous ecological advantages (safe heating, absence of CO2 emission) over other energy sources.

Tourism and Natural Environment in the NP Taganay (Russia) - Habits And Perceptions of the Visitors

AB  - The research analyzes attitudes and habits of the visitors in the National Park (NP) Taganay on South Urals in Russia. The survey method was applied on a sample of 305 respondents in order to investigate visitors’ travel habits, as well as their perceptions regarding different experiences they were exposed to. The results identified a strong positive perception regarding overall experiences from visiting the NP. Specific permanent patterns of behavior were observed and compatibility between visitors’ habits and the environment was determined. The most significant variables affecting perceptions are the frequency of visits and the age. The study has identified certain concerns regarding environmental issues. Respondents were found sensitive to garbage production in public areas and the presence of noise in protected territory. The results of the study provide inputs for solving the long-standing conflict between nature conservation and mass tourism in Russian protected areas.

Legal Aspects of Tourism Development in Serbia

AB  - The tourism industry has recorded significant results both in the world and at the level of individual countries. The tourism destination policy is realized through the adoption of appropriate regulations and supporting documents. Therefore, the aim of the paper is to evaluate the Serbian legislation in this field, with an emphasis on the Law on Tourism. An analysis of the current regulations (laws, strategies, master plans, and rule books) was carried out.
The results pointed to the key tourist products and sites followed by statistical data. At the same time, the organization of the tourism and hospitality sector was presented, with the rights and obligations of all stakeholders. It was pointed out the significance of the Tourism Registry as a unique base in Serbian tourism. Finally, through the SWOT analysis, all good and bad aspects of this sector were presented as well as possible challenges in the future.
