The Railway and Clandestine Migration along the Balkan Migratory Trail

AB  - As a product of modernity, the railway is a mobility (infra)structure shaped by the ideology of progress, coordination, and certainty (Beaumont and Freeman 2007). In this presentation, we ask how this structure works in the context of uncertainty. We are interested in the interactions of prolonged and repeated situations of uncertainty related to the clandestine or irregularized migration, on the one side, with the railway, on the other. Our main question is how railways are utilized for both containing and enabling mobilities towards the European Union. Based on the long-term ethnographic research along the Balkan migratory trail, we discuss how railways are used by clandestine migrants for facilitating movement, as leads and resting infrastructures, and how they are used by state authorities to hinder and revert this movement, as (mobile) detentions and paths backward. We examine the relation of railway-use associated tragic events and border deaths in the context of irregularized migration with changes in migration practices and discourses. The use of railway to prevent the unwanted movement toward the EU resulted in physical changes of railway infrastructures. We investigate how the usages of active/abandoned railways inform and reshape everyday geographies of movement along the route, intercity mobility and life on the EU administrative border. 
By focusing on the entanglements of railway and irregularized migration, this presentation seeks to illustrate how uncertainty operates on the move, unpacking the way train infrastructure spatially interfaces mobile bodies with the potentials and foreclosures of crossing borders, contributing to the non-linear understanding of migration.

AB  - This panel offers a comparative ethnographic and historical perspective on processes of encampment in Europe and on
refugee camps as spaces run by complex and ambiguous interweaving of humanitarian and security logics. It approaches
encampment as a specific architectural-political form of managing displacement that became possible with the
establishing of the nation-state system. With the growth of the humanitarian industry and its ‘mobile sovereignty’ (Pandolfi
2003), refugee camp was dispersed globally as a preferred model of managing displacement.
The panel contributions could address one of the following key aspects:
1) the complex and shifting securitarian-humanitarian logics of governance that are reflected in the management of
displacement through encampment;
2) how camps as infrastructures of immobilization, control and care change over time;
3) everyday life and encampment;
4) shifting logics of racialization and how they shape processes of encampment;
5) camps as places of resistance to racialisation and humanitarian-securitarian governance.
We invite papers that explore (in)visibility and (un)knowability of the management of European borders by empirically
focusing on diverse process of encampment in European member states, as well as those looking at the processes of
offshoring encampment from the EU to the countries in the Mediterranean, alongside the Balkan Route, in Africa etc.

COVID-19 Responses and the European Border Regime in Croatia and Serbia: Spectacularizing Borders and Sovereignties

AB  - This article focuses on multiple bordering practices introduced in the context of the initial COVID-19 responses in Croatia and Serbia. These practices, often focused on the imposition of mobility control, were differently framed, executed and challenged in these two contexts and demonstrated a long-term restructuring of the European border regime at the gates of the EU. The paper outlines and contextualizes constant interplay and mutual stimulation of movement suppression and movement resilience in response to the new virus, blurring and sharpening borders, as seen from these two states at the political and geographical peripheries of Europe. Croatia and Serbia employed spectacularization and invisibilization of movement control, which steadily fostered the further compartmentalization of the population in both countries but with notable differences, especially regarding the control over unwanted migration toward the EU. In the period under discussion, borders were activated, imposed and challenged, exposing the changeability of relations between the EU border regime and the sovereign-nation states which comprise it. Different positions of Serbia and Croatia in the EU border regime also led to differences with regard to movement control, bordering, encampment and the repression exhibited toward people on the move. Old and new typologies of movement repression were tested and employed within the COVID-19 crisis framework, resulting in the further compartmentalization of societies and exclusions.

The aim of the article is to shed light on the ability of bordering processes to generate new social and political relations and physical realities.

Borders and Othering at the Fringes of the EU in the Times of COVID-19 Pandemics

AB  - In our presentation we will discuss bordering practices during the initial COVID-
19 lockdown in Croatia and Serbia in the period from mid-March to early May

2020. These states occupy at the same time complementary and antagonistic
structural positions toward the EU: while both function as the gates of the EU,
Serbia represents an outer space, an antechamber where people are forced to stay
and Croatia is an internal space, from which the unwanted people are repelled.
The practices of bordering and imposition of mobility control were differently
framed, executed and challenged in these two contexts. Framed as potentially
detrimental were not only those with confirmed diagnosis of COVID-19 but,
according to the official decrees that started to multiply in the first months of
2020, the list included anyone with the most common symptoms, anyone in
contact with someone with confirmed diagnosis, as well as those who were
considered to be in the particular risk (older persons, with chronical illnesses,
immunocompromised persons etc.). Medical reasons were not the only ones that
were taken as a basis for compartmentalization of society. The states took
extensive measures to surveil and control movement and social interactions of
different social categories, by introducing moving schedules, lockdowns,
obligatory self-isolation, allocating special sites for quarantine, etc. Drawing

engagements, interviews and informal personal and online exchanges, we will
outline crucial othering narratives and practices which affected daily lives of
people on the move in these two states. From exaggerated visualization of the
“dangerous migrant” and incarceration in heavily guarded camps in Serbia to
invisibilized presence of people on the move and continuation of violent
pushbacks in Croatia, we will unravel the interconnectedness and mutual
stimulation of anti-pandemic discourses and practices with migration and border
policies executed at the fringes of the EU. Starting from the question for whom
the borders were closed and for whom bordering was imposed, that is, who were

the objects of the bordering strategies, this presentation approaches first responses
to corona virus and initial bordering in the name COVID-19 in Croatia and Serbia,
from the perspective of the European border regime and its self-produced
antagonist: irregular migration. In other words, we will be interested in questions
such as: what has been happening with those for whom the same borders had
already been closed before the pandemic, how did they experience borders during
initial stages of the pandemic and what does their perspective reveal about
COVID-19 related bordering?

abstract = "In our presentation we will discuss bordering practices during the initial COVID-
19 lockdown in Croatia and Serbia in the period from mid-March to early May

2020. These states occupy at the same time complementary and antagonistic
structural positions toward the EU: while both function as the gates of the EU,
Serbia represents an outer space, an antechamber where people are forced to stay
and Croatia is an internal space, from which the unwanted people are repelled.
The practices of bordering and imposition of mobility control were differently
framed, executed and challenged in these two contexts. Framed as potentially
detrimental were not only those with confirmed diagnosis of COVID-19 but,
according to the official decrees that started to multiply in the first months of
2020, the list included anyone with the most common symptoms, anyone in
contact with someone with confirmed diagnosis, as well as those who were
considered to be in the particular risk (older persons, with chronical illnesses,
immunocompromised persons etc.). Medical reasons were not the only ones that
were taken as a basis for compartmentalization of society. The states took
extensive measures to surveil and control movement and social interactions of
different social categories, by introducing moving schedules, lockdowns,
obligatory self-isolation, allocating special sites for quarantine, etc. Drawing
