AB  - Текст нуди увид у наративе црквених верника у Србији са којима је разговарано у оквиру пројекта „Црквено-религијске праксе православних верника у Србији: антрополошко истраживање” током 2021–2023. године. У средишту пажње налазе се теме из домена биоетике и савремених биомедицинских процедура које се тичу зачетка, одржања и окончања живота појединца, добробити његовог тела, али и духа. Кроз примере исказа и ставова о биомедицински асистираној репродукцији, донирању органа, еутаназији и абортусу, приказан је изузетно сложен однос црквених норми, тумачења, правила и реалних искустaва верника, који се гради уз помоћ секуларних извора, православне литературе коју читају, популарних духовника активних на друштвеним мрежама које прате, али и званичних ставова црквене јерархије.
AB  - The text offers an insight into the narratives of church believers in Serbia that were interviewed as а part of the project “Church-religious practices of Orthodox believers in Serbia: an anthropological researchˮ from 2021 to 2023. The focus is on topics from the domain of bioethics and modern biomedical procedures concerning the beginning, maintenance and ending of the life of an individual, the well-being of the body, but also of the spirit. Through examples of statements and attitudes on biomedically assisted reproduction, organ donation, euthanasia and abortion, an especially complex relation between church norms, interpretations, rules and real experiences of believers is presented. Believers build these from secular sources, the Orthodox literature they read, popular clergy active on social media that they follow, but also from the official positions of the church hierarchy.

AB  - U standardnim geopolitičkim tumačenjima pojma, tampon država (eng. buffer state) označava zemlju koje je geografski i politički smeštena između dve ili više velikih sila. Pojam tampon zona (eng. buffer zone) je širi i može se odnositi na čitave regije ili zone pozicionirane između suprotstavljenih sfera uticaja, čija je funkcija da razdvoji suprotstavljene strane i smanji mogućnost njihovog vojnog i fizičkog kontakta. Neutralnost je jedna od ključnih osobenosti pojma – ukoliko država ne održi određeni stepen neutralnosti, ne može funkcionisati kao tampon (Chay i Ross 1986). Dakle, u uobičajenim tumačenjima, tampon države i zone nalaze se “između dve vatre” (ili između više njih), pri čemu su te “vatre” shvaćene doslovno, kao oružane snage u vojno-bezbednosnom kontekstu.

AB  - Pojam tranzita koristi se na različite načine – nagoveštava prelaz, most, privremenost, prolaznost i liminalnost. U kontekstu migracija, tranzit se odnosi na trajanje, mesto i način boravka ljudi koji se kreću preko granica. Uobičajeno je da se tranzit u migracijama koristi kao sinonim za prelaznu tačku u sklopu migracijskih ruta. Međutim, kritička tumačenja tranzita odbacuju ideju da su migracije jednosmerni, linearni pokret, od tačke A do tačke B, sa definisanim početkom i jasno zamišljenim ciljem (Schapendonk 2012, Crawley i  Jones 2020). Kritička tumačenja tranzita upravo su se razvila kroz etnografska istraživanja na području Balkana (npr. Hess 2012), ali i drugih područja koja se nalaze duž spoljnih granica Evropske unije (npr. Fontanari 2019). Istraživači su ustanovili da tranzit može biti iscrpljujući dugogodišnji poduhvat za ljude u pokretu, kao i da tranzit nema samo prostornu, već i temporalnu dimenziju (Rydzewski 2020: 80; v. tranzit kao življeno iskustvo). Iskustva „zaglavljenosti u tranzitu“ ispitivana su kroz razmatranja uticaja zakonodavnog okvira na subjektivna iskustva traženja azila (Brekke i Brochmann 2015).

The Railway and Clandestine Migration along the Balkan Migratory Trail

AB  - As a product of modernity, the railway is a mobility (infra)structure shaped by the ideology of progress, coordination, and certainty (Beaumont and Freeman 2007). In this presentation, we ask how this structure works in the context of uncertainty. We are interested in the interactions of prolonged and repeated situations of uncertainty related to the clandestine or irregularized migration, on the one side, with the railway, on the other. Our main question is how railways are utilized for both containing and enabling mobilities towards the European Union. Based on the long-term ethnographic research along the Balkan migratory trail, we discuss how railways are used by clandestine migrants for facilitating movement, as leads and resting infrastructures, and how they are used by state authorities to hinder and revert this movement, as (mobile) detentions and paths backward. We examine the relation of railway-use associated tragic events and border deaths in the context of irregularized migration with changes in migration practices and discourses. The use of railway to prevent the unwanted movement toward the EU resulted in physical changes of railway infrastructures. We investigate how the usages of active/abandoned railways inform and reshape everyday geographies of movement along the route, intercity mobility and life on the EU administrative border. 
By focusing on the entanglements of railway and irregularized migration, this presentation seeks to illustrate how uncertainty operates on the move, unpacking the way train infrastructure spatially interfaces mobile bodies with the potentials and foreclosures of crossing borders, contributing to the non-linear understanding of migration.

Encampment in Europe in a comparative perspective

AB  - This panel offers a comparative ethnographic and historical perspective on processes of encampment in Europe and on
refugee camps as spaces run by complex and ambiguous interweaving of humanitarian and security logics. It approaches
encampment as a specific architectural-political form of managing displacement that became possible with the
establishing of the nation-state system. With the growth of the humanitarian industry and its ‘mobile sovereignty’ (Pandolfi
2003), refugee camp was dispersed globally as a preferred model of managing displacement.
The panel contributions could address one of the following key aspects:
1) the complex and shifting securitarian-humanitarian logics of governance that are reflected in the management of
displacement through encampment;
2) how camps as infrastructures of immobilization, control and care change over time;
3) everyday life and encampment;
4) shifting logics of racialization and how they shape processes of encampment;
5) camps as places of resistance to racialisation and humanitarian-securitarian governance.
We invite papers that explore (in)visibility and (un)knowability of the management of European borders by empirically
focusing on diverse process of encampment in European member states, as well as those looking at the processes of
offshoring encampment from the EU to the countries in the Mediterranean, alongside the Balkan Route, in Africa etc.

“Who is replacing us in our homes?” Nation, race and class in anti-migrant narratives in Serbia

AB  - The study analyses two sets of narratives in social and mainstream media accusing migrants for the
housing crisis and colonization.
Right before and during Covid pandemic, Asian and African migrants, usually having administratively
unregulated status while transiting through Serbia on their way to the EU, became targets of right-wing
narratives against alleged state-project to secretly replace the population in Serbia. The Facebook group
“Stop-settlement-of-migrants” reached 300,000 members in a matter of days and became the most

tenants/Serbians. Unlike the clear anti-migrant stance toward people from Asia and Africa, ambivalent
attitudes toward Russian and Ukrainian citizens led the discussion towards the problem of the
unregulated rental sector and impoverishment of people in Serbia unable to afford homes on the
modified rental market.
The study aims at scrutinizing the structure and constituents of these sets of narratives and their wider
contextualization, while focusing on the underlying nationalist, racial and class aspects.

COVID-19 Responses and the European Border Regime in Croatia and Serbia: Spectacularizing Borders and Sovereignties

AB  - This article focuses on multiple bordering practices introduced in the context of the initial COVID-19 responses in Croatia and Serbia. These practices, often focused on the imposition of mobility control, were differently framed, executed and challenged in these two contexts and demonstrated a long-term restructuring of the European border regime at the gates of the EU. The paper outlines and contextualizes constant interplay and mutual stimulation of movement suppression and movement resilience in response to the new virus, blurring and sharpening borders, as seen from these two states at the political and geographical peripheries of Europe. Croatia and Serbia employed spectacularization and invisibilization of movement control, which steadily fostered the further compartmentalization of the population in both countries but with notable differences, especially regarding the control over unwanted migration toward the EU. In the period under discussion, borders were activated, imposed and challenged, exposing the changeability of relations between the EU border regime and the sovereign-nation states which comprise it. Different positions of Serbia and Croatia in the EU border regime also led to differences with regard to movement control, bordering, encampment and the repression exhibited toward people on the move. Old and new typologies of movement repression were tested and employed within the COVID-19 crisis framework, resulting in the further compartmentalization of societies and exclusions.

AB  - Izrazom balkanska ruta se geografski lokalizuje i segmentira kretanje između jugozapadne  Azije i Evrope. U zavisnosti od širih registara u kojima se upotrebljava, izraz dobija različita značenja, od tehničkih, kojima se naglašavaju geografska pozicioniranost, smer ili objekti (tj. predmeti, znanja, ljudi, novac i sl. koji se kreću), preko političkih, kojima se naglašavaju specifični odnosi unutar i između balkanskih država, kao i prema drugim kolektivnim političkim subjektima, kao što je EU, zatim, kriminoloških, kojima se balkanska ruta formatira kao objekat pojačanog policijskog interesovanja, te razvoja i implementacije sekuritarnih praksi, do kulturoloških, kojima se balkanska ruta inkorporira u stereotipne predstave o Balkanu. Pomenuti značenjski registri i njihovi elementi sučeljavaju se, prelivaju i mešaju, stvarajući pojednostavljene, aistorične, de-kontekstualizovane slike balkanske rute, spremne za instrumentalizaciju u konkretnim socio-političkim interakcijama. Dakle, izraz balkanska ruta se odnosi na različite stvari u zavisnosti od toga ko ga koristi i u kom kontekstu.

AB  - Konceptom graničnog pejzaža, krajolika, granicolika od engleskog borderscape, koji je razvila Chiara Brambila (2015) oslanjajući se na Appaduraieve (1996) višestruke pejzaže – scapes  (etnoscapes, technoscapes, financescapes i dr.), naglašavaju se pluralni, dinamični, relacioni, konfliktni i deteritorijalizovani aspekti društvenoprostornih procesa stvaranja granica i isključivanja, zaobilazeći sputavajuću teritorijalnost nacionalne države i teritorijalnosti uopšte i omogućavajući održavanje neukaljane moralne pozicije političkih aktera koji ih generišu (Stojić Mitrović i Vilenica 2019). Granični pejzaži imaju komunikacijsku funkciju: proizvode se za određenu publiku kako bi joj preneli određenu informaciju. Granični režimi mehanizmom graničnih pejzaža stvaraju podređene alegalne prostore (u) kojima je data sloboda za eksperimentisanje sistemima nadzora, kontrole i prisile. Alegalnost se ogleda pre svega u zaobilaženju (ignorisanju, rastezanju, "kreativnom tumačenju", paušalnom isključivanju određenih administrativnih kategorija iz sistema zaštite) pravnih propisa koji su zvanično na snazi.

AB  - Pojam Zapadni Balkan u političkom diskursu, ali i šire, uvodi se devedesetih godina 20. veka „kao neka vrsta eufemizma za negativno markirani Balkan s kojim se većina država koje su nastale na području Jugoslavije nije želela identifikovati“ (Petrović 2012: 22-23). AB  - In this text I discuss representations of bordering as enacted by state actors in Serbia, which went all the way from invisibility to spectacularised incarceration of people on the move1 during the COVID-19 pandemic. The example of Serbia, as EU’s ‘outer’ region, is used to reflect on the role of border spectacles as main instruments of zoning and bordering, as well as the production of geo-political regions with differential operational roles in the larger EU project of migration control. After briefly introducing the migratory movements across the region, labelled as Balkan Route or Balkan Circuit (Stojić Mitrović and Vilenica, 2019), I focus on the role of the Western Balkans in the EU border regime. The analysis of the bordering spectacles taking place across Serbia exhibits the construction of anomalous border zones at the edges of the EU.

Borders and Othering at the Fringes of the EU in the Times of COVID-19 Pandemics

AB  - In our presentation we will discuss bordering practices during the initial COVID-
19 lockdown in Croatia and Serbia in the period from mid-March to early May

2020. These states occupy at the same time complementary and antagonistic
structural positions toward the EU: while both function as the gates of the EU,
Serbia represents an outer space, an antechamber where people are forced to stay
and Croatia is an internal space, from which the unwanted people are repelled.
The practices of bordering and imposition of mobility control were differently
framed, executed and challenged in these two contexts. Framed as potentially
detrimental were not only those with confirmed diagnosis of COVID-19 but,
according to the official decrees that started to multiply in the first months of
2020, the list included anyone with the most common symptoms, anyone in
contact with someone with confirmed diagnosis, as well as those who were
considered to be in the particular risk (older persons, with chronical illnesses,
immunocompromised persons etc.). Medical reasons were not the only ones that
were taken as a basis for compartmentalization of society. The states took
extensive measures to surveil and control movement and social interactions of
different social categories, by introducing moving schedules, lockdowns,
obligatory self-isolation, allocating special sites for quarantine, etc. Drawing
from the analysis of legislation, reports, press releases, our individual
engagements, interviews and informal personal and online exchanges, we will
outline crucial othering narratives and practices which affected daily lives of
people on the move in these two states. From exaggerated visualization of the
“dangerous migrant” and incarceration in heavily guarded camps in Serbia to
invisibilized presence of people on the move and continuation of violent
pushbacks in Croatia, we will unravel the interconnectedness and mutual
stimulation of anti-pandemic discourses and practices with migration and border
policies executed at the fringes of the EU. Starting from the question for whom
the borders were closed and for whom bordering was imposed, that is, who were

the objects of the bordering strategies, this presentation approaches first responses
to corona virus and initial bordering in the name COVID-19 in Croatia and Serbia,
from the perspective of the European border regime and its self-produced
antagonist: irregular migration. In other words, we will be interested in questions
such as: what has been happening with those for whom the same borders had
already been closed before the pandemic, how did they experience borders during
initial stages of the pandemic and what does their perspective reveal about
COVID-19 related bordering?

миграцијским политикама и праксама, које за циљ имају да овакво кретање
спрече. Интензивирање физичке контроле кретања, и отежавање добијања
административних дозвола за кретање и/или легализацију статуса, за последицу има прибегавање све опаснијим и физички захтевнијим покушајима да
се стигне до жељене дестинације, чија је алтернатива останак у лимбу у тзв.
зонама пригушења или повратак у оно из чега се желело побећи. Системска
илегализација и маргинализација имају несагледиве последице на све сегменте популације која је овим директно погођена. У тексту ћу представити
контекстуалне и системске факторе који утичу на положај малолетних миграната у Србији.
AB  - Leaving the African and Asian countries, which have been facing deep
economic, political and social problems for many years, and starting a new life in a
more peaceful and orderly environment, with a more developed social protection
system, opportunities for education and a dignified life, is a dream which is running against increasingly restrictive migration policies and practices, aiming exactly
to prevent such movements. Heightening of the physical control of movement,
and making it more difficult to obtain administrative permits for movement and
/ or legalization of status, force people to resort to increasingly dangerous and
physically more demanding attempts to reach the desired destination, because
the alternative is to stay in limbo in the so-called buffer zones or return to
countries one wanted to escape from at the first place. Systemic illegalization and
marginalization have unforeseeable consequences on all segments of the directly
affected population. In the text, I will present the contextual and systemic factors
that affect the position of underage migrants in Serbiа.

economic, political and social problems for many years, and starting a new life in a
more peaceful and orderly environment, with a more developed social protection
system, opportunities for education and a dignified life, is a dream which is running against increasingly restrictive migration policies and practices, aiming exactly
to prevent such movements. Heightening of the physical control of movement,
and making it more difficult to obtain administrative permits for movement and
/ or legalization of status, force people to resort to increasingly dangerous and
physically more demanding attempts to reach the desired destination, because
the alternative is to stay in limbo in the so-called buffer zones or return to
countries one wanted to escape from at the first place. Systemic illegalization and
marginalization have unforeseeable consequences on all segments of the directly
affected population. In the text, I will present the contextual and systemic factors
that affect the position of underage migrants in Serbiа.",

AB  - The present discourse concerning asylum and irregular migration, with all its concepts
and institutions, techniques and code of conduct, was introduced in the Republic of
Serbia through the EU Accession process. As a prerequisite for visa liberalization with
the EU (achieved in 2009), Serbia signed readmission agreements with the EU and
its member-states and adopted the Asylum Law (Zakon o azilu 2007) and the Law
on Foreigners (Zakon o strancima 2008). However, related notions and legal instruments existed in the periods that preceded it. In this text I offer a diachronic overview
of conceptual and procedural differences and discuss their entanglements, merging,
spilling over and confrontation. In such a way, my aim is to point out their use as political
statements in particular, as performatives affecting national and international political
contexts.
AB  - Sadašnji diskurs o azilu i iregularnoj migraciji, sa svim njegovim konceptima i institucijama, tehnikama i kodeksom ponašanja, uveden je u Republiku Srbiju kroz tzv. proces
pristupanja Europskoj uniji. Kao preduvjet liberalizacije viznog režima s Europskom
unijom (postignute 2009. godine), Srbija je potpisala sporazume o readmisiji s Europskom unijom i njezinim državama članicama, te usvojila Zakon o azilu (2007.) i Zakon o
strancima (2008.). Međutim, bliski pojmovi i pravni instrumenti postojali su i prethodnim periodima. U ovom tekstu dajem dijakronijski pregled konceptualnih i proceduralnih
razlika i govorim o njihovim preplitanjima, spajanju, prelijevanju i sučeljavanju. Time
pokušavam indicirati prije svega njihovu uporabu u svojstvu političkih izjava, tj. kao
performative koji utječu na nacionalni i međunarodni politički kontekst.

AB  - У овом тексту изложићемо наративе представника верских хуманитарних
организација које су активне при Српској православној цркви, Римокатоличкој цркви
и Хришћанској адвентистичкој цркви. Наративи дају опис активности ових
организација у вези са едукацијом миграната у Србији после 2016. године када – након
затварања формализованог миграцијског коридора и секуритарног заокрета
миграцијске политике – програми интеграције миграната добијају превагу над онима
који се фокусирају на ургентни прихват. Грађа је добијена полуструктурираним
интервјуима и биће подељена у два дела – активности верских хуманитарних
организација у образовању деце основношколског узраста, као и активности верских
хуманитарних организација у образовању средњошколаца и одраслих.
AB  - In this paper we will present narratives of the representatives of faith-based humanitarian
organizations of the Serbian Orthodox Church, the Roman Catholic Church and the Seventh
Day Adventist Church. The narratives provide description of the activities of these
organizations regarding education of migrants in Serbia when, from the year 2016 – after the closure of the formalized migration corridor and new securitarian turn of the migration
policy – migrants’ integration programs took primacy over those focused on urgent
reception. The material has been obtained through semi-structured interviews and will be
presented in two sections, the activities of the faith-based organizations in relation to the
elementary school education, as well as the activities related to high-school education and
education of the adults.

и сусрета са новим и другачијим културама, истраживање миграција као феномена
вредног пажње по себи и за себе дошло је у антропологију знатно касније. Постоји
више разлога за то. Једни произилазе из концептуално-теоријских ограничења која су
следила из доминантних научних парадигми, други спадају у домен истраживачких
политика, које, са своје стране, зависе од ширих друштвених и политичких кретања,
док су трећи „онтолошки“, тј. садржани су у ономе што антропологију чини
антропологијом, а односе се пре свега на њен предмет и метод. У овом тексту
представљам динамику промена парадигми антрополошког проучавања миграција и
разматрам проблеме класификације и производње знања.
AB  - Although the first anthropological studies were the result of colonial conquests and
encounters with new and different cultures, the study of migrations as a phenomenon worth
of the attention for itself came to the anthropology much later. There are several reasons for
this. Some arise from the conceptual-theoretical limitations that followed from the dominant
scientific paradigms, others belong to the domain of research policies, which in turn are
dependent on wider social and political movements, while the last are "ontological", i.e, they
are contained in what anthropology is, and they are primarily related to its object and
method. In this text, I am presenting the dynamics of the changes of paradigms through
which the anthropologists dealt with the study of migrations and discussing some of the
problems of classification and knowledge production.

AB  - After the closure of the formalised corridor in March 2016, migration practices across the 
territory of Serbia underwent considerable changes. Closed borders and pushbacks are 
erasing differences between entrance and exit borders in Serbia, while every border is 
being crossed in all directions in attempts to avoid becoming stuck in Serbia and reaching 
final destinations. As the routes change, self-organised migrant settlements appear on 
previously unused spots. On the other side, the state-run camps are only partially occup ied, and the newly adopted integration agendas are struggling to inspire people to parti cipate since migrants perceive Serbia as merely a transit state, a territory to be crossed as 
quickly as possible. In this presentation, I would like to interpret these changes in migra tion practices in Serbia given the transformation of relevant policies and public discourses 
not only within Serbia but also in the region.

AB  - У овом раду анализирани су наративи о мигрантима који се везују за њихова тела као
потенцијалне/вероватне носиоце зараза које би могле да се рашире и на локално
становништво. Ови наративи се могу посматрати као посебне манифестације
секуритарног дискурса страха, у оквиру којих се мигранти конструишу као облик
корпорeалне безбедносне претње. Анализом наратива о еболи и шуги указано је на
потенцијал употребе страха од болести као инструмента и симбола политичке моћи,
када сама болест престаје да буде медицински и трансформише се у првенствено
друштвени проблем. Страх од болести и мере предузете да се тај страх анулира су
тако интегрисани у технике управљања.
AB  - In this text I represent the narratives about migrants which are related to their bodies as
potential/plausible carriers of diseases that could be spread to local population. Тhe
narratives are considered as special manifestations of the discourse of fear, though which
migrants are being construed as a form of corporeal security threat. In particular, through the
analysis of narratives about ebola and scabies, the potential to use the fear from disease as
symbol and instrument of political power is indicated, when a disease ceases to be medical
problem and becomes predominantly a social one. Fear from disease and measures
undertaken to annul it are thus integrated into techniques of governance.
