Economic structure of the Serbian population as an obstacle to sustainable development

AB  - In the literature, experts point out that the term sustainable development is often mistaken for
similar terms and that there is no single framework for managing it (Lele, 1991). According to Daly (1990) countries that have high rates of per-capita resource usage frequently have low rates of demographic growth and their aim is more consumption control than population control and vice versa. Issues raised decades ago are still current – how to manage environmental degradation in poverty affected areas or the confusing role of economic growth on today’s margins of environmental sustainability. At the 2012 Rio Summit, it was suggested that the world adopt a set of Sustainable Development Goals. These goals should include economic development, environmental sustainability and social inclusion (Sachs, 2012). The economy in Serbia has been developed in the capital city and several other smaller towns, mostly along the Pomoravlje area (Babović et al., 2016b). Such centralized economic development is an obstacle to sustainable development. Administratively, there are 25 areas in Serbia, and in most of them
a percentage of the active population that performs occupation is 30–35. The highest percentage is in the Kolubarska area (42%) and the lowest is in the Toplička area (24%). The percentage of the economically inactive population is around 60 in most areas. The highest value is in the Toplička area (65%) and the best situation is in the Kolubarska area (52%). A small number of residents do occupations and almost two-thirds of the population are dependents, in all areas. On the other hand, The Government of the Republic of Serbia adopted, in 2008, National Sustainable Development Strategy with a goal to “lead to balance three key factors…, linking them to a whole supported by institutional framework” (Vasić, 2004:6). Can one speak of sustainable development, especially the well-being of the population, if in many areas the economic predispositions are very low? The differences between development and living conditions are even greater if we descend from the area level to the municipal level. Economic underdevelopment and depopulation of settlements are certainly a major brake on sustainable development (Babović et al., 2016a).Some experts, such as Filipović (2012) and Jednak and
Kragulj (2015) proposed a knowledge-based economy as a way of sustainable development in Serbia. We should work on a larger raise environmental awareness among citizens and involve them more in decision-making at the local level. Shutting down the economy in small towns and leaving the population is in favour of the environment, but this again is not a sustainable solution. The well-being of the population is a component that needs to be institutionalized at the local government level and should involve all stakeholders. As a country actively working to join the European Union, Serbia must more actively pursue a sustainable development policy at all administrative levels.

AB  - The study provides a comprehensive data analysis on total fertility rates, birth
rates, life expectancy, percentage share of over 65 year olds, infant mortality rates and
adolescent-specific fertility rates, in Russia and Serbia, two decades after the fall of
communism and compares it with general values in Europe. The main problems in the
demography of Russia and Serbia are connected with economic process, caused by
economy transition, from planned economy to the free market, as one of the consequences
of the fall. Finally, the authors concluded that the Russian demographic situation is
characterized by depopulation processes just like in Serbia.

Hiatus in global warming - the example of water temperature of the Danube river at Bogojevo gauge (Serbia)

AB  - The research included trends in water temperature of the Danube River at Bogojevo gauge and surface air temperature at the nearby meteorological station Sombor, as well as an analysis of the results obtained in relation to the claims of the existence of the hiatus in global air temperature increase in the period 1998-2012. In the period 1961-2013, there was a statistically significant increase in the mean annual water temperature (0.039 degrees C per year), as well as all the average monthly values. However, with annual values for the period 1998-2013, there was a decrease. The longest periods of negative trend (27 years) were recorded for January and February. A high correlation was found between the surface air temperature and water temperature for all monthly and seasonal values. In the mean annual air temperature the presence of the hiatus is not observed, but a negative trend is recorded in March (32 years), December (43 years), and February (49 years). The highest correlations between water temperature and North Atlantic Oscillation (NAO), Arctic Oscillation (AO), and Atlantic Multidecadal Oscillation (AMO) were obtained for the NAO in January (0.60), the AMO in autumn (0.52), and the NAO in winter (0.51). For surface air temperature, the highest correlations were registered for the AMO in summer (0.49) and the NAO in winter (0.42). The results indicate the dominant role of natural factors in the decrease of winter air temperature and water temperature of the Danube.

AB  - Манифестација „Дани шљиве – шљиво моја“ у Блацу једна је од 42 посвећених
воћу и поврћу и једна од три манифестације посвећених шљиви у Србији. Одржава се већ 9
година за редом у граду смештеном у широкој Топличкој котлини у подножју Јастрепца,
где у условима умерено-континенталне климе постоје добри услови за развој шљиварства,
тако да носи епитет традиционалне манифестације. У овом раду су анализирани резултати
анкете која је спроведена током одржавања последње манифестације, августа 2011. године.
Анкета је коршћена као методски поступак јер се у релативно краком временском периоду,
уз минималне трошкове истраживања, дошло до великог броја информација и података.
Анкета обухвата 304 случајно изабрана испитаника, различите полне, старосне и образовне
структуре. Урађена је у циљу испитивања туристичког тржишта, ставова и понашања
посетилаца, као и унапређења туристичке понуде. Поред метода анкете, урађена је
туристичка валоризација манифестације, где су анализирани елементи географске и
економске групе критеријума у циљу испитивања туристичког потенцијала са аспекта
развоја туризма, као привредне гране која може допринети развоју Блаца као недовољно
развијеног подручја. Међутим, и поред тога што методa анкете има ограничења у смислу
давања субјективних одговора, она на основу утврђених критеријума, даје добре и брзе
резултате.
AB  - The event "Days of Plum - My Plum" at Blace has been one of 42 events dedicated to fruits and vegetables and one of three events dedicated to plum in Serbia. It has been held for nine consecutive years in the town situated in the wide Toplica valley at the foot of Jastrebac, where in a relatively favourable climate conditions there are good conditions for development of plum, so it has become a traditional event. This paper analyzes the results of a survey conducted during the last event, August 2011. The survey is used as methodical procedure because in relatively short time period a relatively large amount of information and data has been obtained. The survey includes 304 randomly selected respondents of different gender, age and educational structures. It was performed to examine the tourism market, attitudes and behaviour of visitors, as well as tourism promotion. In addition to the survey, the tourist valorisation of events is done in which the elements of geographic and economic groups of criteria are analyzed in order to investigate the tourism potential in terms of development of tourism as an economic sector that can contribute to the development of Blace as an underdeveloped area.
