AB  - „Stambenim pitanjem“ u međuratnoj Jugoslaviji nazivano je razmatranje stambene situacije siromašnih stanovnika i traženje rešenja za odgovarajući stan. Stambena kriza која је nakon Prvog svetskog rata potresala Evropu, bila je izuzetno izražena i u novoformiranoj Kraljevini Srba, Hrvata i Slovenaca, kasnije Kraljevina Jugoslavija. Loš kvalitet nasleđenog stambenog fonda, ratna razaranja i intenzivne migracije iz sela u gradove, za posledicu su imali ozbiljan nedostatak stanova. U evropskim državama, prevashodno onim koje su imale pro-socijalističke vlade, reakcija na takvo stanje je bila višestruka, a arhitekte su imali značajno mesto u realizaciji stambenih programa. Predmet ovog rada jeste odnos arhitekata prema stambenom pitanju velikog broja siromašnog gradskog stanovništva u međuratnoj Srbiji. Njihovo angažovanje i stav su sagledani preko delovanja unutar vodećih profesionalnih udruženja i grupacija. Koristeći savremene izvore poput stručnih časopisa, izveštaja i javnih predavanja, u radu je rekonstruisan odgovor srpskih arhitekata na složeno stambeno pitanje u međuratnom period.
AB  - This paper discusses the architects’ attitude toward housing problems of the large population of urban poor in interwar Serbia. A severe housing crisis that shook Europe after the end of World War I was also very pronounced in the newly formed the Kingdom of Serbs, Croats and Slovenes / Yugoslavia. In European countries, especially those with pro-socialist governments, the response was manifold and diverse. It involved the establishment of garden suburbs, the construction of industrial settlements and residential districts, as well as the development of multi-year housing programs, such as the “Red Vienna” and the French Habitations à loyer modéré. Architects played an important role in the implementation of these housing projects. At their second meeting held in Frankfurt in 1929, the Congrès internationaux d’architecture moderne (CIAM) elaborated the issue of the minimum dwelling for low-income households (Die Wohnung für das Existenzminimum).
What was the response of architects and their associations to the pronounced housing crisis in the Kingdom of Yugoslavia, and Serbia? In 1919, Serbian architects joined the newly established Association of Yugoslav Engineers and Architects (UJIA). Among the diversified contributions that can be found in the “Technical Gazette” (Tehnički list), the official bulletin of UJIA, published twice a month, with a total of 480 issues between 1919 and 1939, the coverage of housing issues was sporadic. In this respect, the articles on Ebenezer Howard’s concept of a garden city, by architect Jan Dubový (1925) stood out for its integrated approach to the technical, economic, aesthetic and social aspects of the architectural activity related to the housing for the poor.
While the socially engaged architecture was one of the postulates of the international architectural avant-garde, the members of the Belgrade Group of Architects of the Modern Movement (GAMM) were primarily focused on the form and aesthetics of residential architecture. Branko Maksimović, one of the most active members of GAMM, was concerned with housing issues, but rather as a freelance architect than as a member of the group. On the other hand, the authorities rarely invited architects to participate in the sporadic housing projects that they implemented. The lack of an active social response of Serbian architects to the shortage of small, healthy and affordable dwelling for poor residents partly reflected the general lack of a welfare state and the political will of the ruling authoritarian regime to address the housing problem systemically.

Re-thinking city space in the context of nineteenth century Belgrade

AB  - The split into “nature” and “culture” has lasted for centuries in Western civilization and remains the framework through which we consider various important problems of contemporary society. In the last decades of the twentieth century there has been a clear reaction to this dichotomy, first in a geography discourse then elsewhere, and a move towards studying the construction and representation of nature in cultural history. A very important feature in the approach to design for recovering contemporary urban landscape is urban greenery regeneration as well as the study of the urban greenery past.
The broader historical context of our study is the establishment of new capitalist relations towards urban territory in nineteenth century Belgrade, and with it a new distribution of political and economic power. This process led to the disappearance of the main green spaces in the city and the suppression of the memory they carried. The reconstruction of Belgrade’s historic core was implemented according to Emilijan Josimović’s urban plan (1867). Nevertheless, it contained some very important indications of ecological thinking. In order to elaborate a refined approach to environmental and cultural problems that Belgrade, like other cities, faces today, we bring to light and critically examine those features and aspects of Josimović’s plan that established organic relations and balance between nature, culture, city memory and city development.

AB  - The concept of continuous planning (CP) refers to the periodic revisions of master plans in response to uncertainties faced by long-term urban planning. In this paper, we analyse CP practices in two European cities – Stavanger (Norway) and Belgrade (Serbia) and present how they cater for innovative planning tools which respond to the need to balance between both stability and change in long-term planning. We argue that in spite of its limitations, the CP approach adjusted to the local context, contributes to the certainty and stability of urban communities.

Spatial Segregation of Roma Settlements Within Serbian Cities. Examples from Belgrade, Novi Sad, and Kruševac

AB  - This chapter focuses on the spatial segregation of Roma settlements within Serbian cities, shaped by the long-standing ethnic distance and social exclusion. In order to understand the broader context, the historical background against which Roma settlements emerged in Serbia, as well as their current demographic, legislative, and urban characteristics, are briefly presented. Several forms of segregation of Roma settlements are analysed, including segregation as a consequence of racist hostility, institutional discrimination by city administration, and development-based conflicts. Examples of setting up a wall enclosing a Roma settlement in Kruševac, racist pressures that prevent the construction of housing for Roma in Belgrade and the reluctance to improve and legalise Roma settlements in Novi Sad, illustrate the various manifestations of segregation and division of urban space in Serbia.

Climate Services for Resilient Climate Planning of the Natural Heritage—Serbian Experiences

AB  - As a signatory of all relevant international documents that support climate change issues, the Republic of Serbia is conducting a continuous process of harmonization of the legal and planning framework. The expected adoption of the National Climate Change Strategy, together with the Action plan will accomplish an important step toward establishing the needed strategic framework to combat climate change and promote adaptation. In the context of climate change, throughout the planning process there is a need for accurate climate services coming from not
only national but also international sources (WMO Climate Services, FAO climate change resources, UNESCO’s climate change actions, etc.), covering data on rainfall, temperature, soil moisture and wind, as well as analyses and assessments within risk and vulnerability, together with projections and scenarios. Due to the increasingly visible effects of climate change, there is a need to enhance the level of protection of the natural and cultural heritage, and for the formation of appropriate databases. Thus, this paper gives an overview of the international and national framework regarding the climate services needed within the planning process and stresses their importance in achieving resilient climate planning of the natural and cultural heritage. Further, by presenting a selected case study, this paper outlines the main gaps as well as the advantages within the current framework in Serbia. The paper concludes by stressing that, within the planning process, climate services are playing a significant role in formulating adequate measures to cover mitigation and adaptation.

AB  - Plan for the reconstruction of Belgrade, formulated by Emilijan Josimović in 1867 is one of the most researched urban plans in Serbia. Anyhow, one aspect of the plan, the survey of Belgrade, has remained outside the focus of scholars. This paper analyzes and presents the surveying of Belgrade, made by Josimović, as part of the activities on making the well-known plan of the city. The research question we have set out is: how, when, with which instruments, means, and the material did Josimović produce a geodetic map of the city? Archival materials, various maps, literary sources, as well as two Josimović’s publications from 1862 and 1867, were used in the description and analysis of the production of the first accurate geodetic map of Belgrade urban tissue from the mid-19th century.

AB  - Стамбене целине и њихове урбане матрице су важан елемент градског пејзажа,а различити аспекти њихове заштите све више привлаче пажњу. Знатан део тог интересовања још увек је усмерен на појединачне објекте и њихове архитектонске вредности, а много мање на њихова урбанистичка решења по којима су оне формиране и трансформације којима су изложене. Ове целине, мада су често утицале на урбану форму града, данас не уживају степен заштите равноправан ономе који имају изграђене структуре. С друге стране, урбане целине и њихови просторни обрасци посебно су осетљиви на промене изазване економским развојем и модерним стилом живота.
У овом тексту су анализирани примери двеју стамбених целина у Београду – Котеж Неимар и Нови Неимар – насталих иницијативом Грађевинско-техничког предузећа и акционарског друштва „Неимар“. Формиране су у периоду између два светска рата по узору на веома присутан концепт вртног града, односно вртних квартова и предграђа. Савремене трансформације које се у њима одвијају много више следе концепт „компактног града“ него првобитни узор, што представља и највећи ризик за очување њиховог идентитета и специфичности. Намера овог текста јесте да, с једне стране, предочи ризике очувања планираних стамбених целина, а с друге – укаже на значај њихове заштите, како би се допринело и побољшању присутне праксе у заштити урбаног наслеђа.
AB  - Residential areas and their urban patterns are an essential element of the city landscape, and various aspects of their protection are increasingly attracting attention. This interest is still largely focused on individual buildings and their architectural values, and much less on the urban plans that shaped them and to the transformations to which they are exposed. Although these areas contributed to the urban form of the city, do not enjoy the degree of protection equal to those that built structures enjoy. On the other hand, urban areas and their spatial patterns are particularly sensitive to changes caused by economic development and the modern lifestyle.
This article analyzes examples of two residential units in Belgrade - Kotež Neimar and Novi Neimar - established by the Neimar construction and engineering company and joint stock company. They took shape between the two world wars based on the concept of garden city, or garden quarters and suburbs. The modern transformations that have been taking place in these areas conform to the idea of a compact city much more than to the original pattern, which poses a significant risk in preserving their identity and specificity. This article seeks to present the risks associated with the protection of planned residential areas, on the one hand, and to highlight the importance of their protection, on the other, thereby contributing to the improvement of the current practice in the protection of the entire urban heritage.

AB  - Abstract: This article aims to underline the necessity of including historical enquiry in reaching the complex goals of sustainable development of urban riverscapes. Its proposed method is a survey conducted through selection, interpretation and systematization of the relevant historical data that consider the Belgrade cityscape, and specifically, the New Belgrade public spaces at the river confluence. The theoretical framework, which relies on the concepts of ‘landscape urbanism’ and ‘critical practice of landscape architecture’, has affected the selection and interpretation of dense historical layers of modernization, formed in diverse socio-economic and political conditions. We have distinguished five historical strata that contribute significantly to comprehension of the present state. By looking at the traces of the formative period of Belgrade urban landscape, the moments of New Belgrade’s inception, inerasable impacts of war, vigorous post WWII socialist transformation and, finally, the series of Danube riverscape revisions, we intend to depict the complexity of the modern city legacy and thus stress the interconnectedness of past and future endeavours. As a counterpoint to globalizing tendencies in re-designing city riverfronts, this work is conceived as a lateral contribution to a broader investigation that informs, supports and constitutes more ecologically viable practices.

Vernacular architecture in Macedonia and Serbia: a comparative study

AB  - Vernacular architecture is an important segment of a cultural identity of the Balkan Peninsula. This study enables understanding of common types of vernacular architecture by comparing construction, function, and forms in rural areas in Macedonia and Serbia. The main aim is to identify similarities in vernacular rural dwellings dated from the 19th and beginning of the 20th century. The research employs a mixed-method approach, particularly the exploratory sequential design in terms of gathering data, analyzing and generalizing qualitative findings. Moreover, it applies comparative, historic and morphology methods over the evolution of various forms of housing in the Balkan Peninsula. The study was conducted in the rural areas dispersed over Macedonia and the southern part of Serbia. The concluding remarks point to a presence of similar constructive, spatial and typological forms of vernacular architecture, generally being related to the local natural environment, ethnic characteristics and traditional understanding of construction. This paper contributes to the limited academic work on this issue, along with its practical significance for posing findings, suggestions, and recommendations for preserving the Balkans architectural heritage and embedding it in the contemporary forms of rural tourism.

AB  - This publication presents maps and plans from the Collection of Architecture and Urbanism of the Belgrade City Museum, created between 1865 and 1969, and primarily analysed from the point of view of urbanism, architecture and urban history of the city. The authors wanted to highlight the importance of this material and its spatial and visual dimension in the study and analysis of Belgrade’s urban development. Maps often serve as a ʻdecorationʼ for certain text concerning ʻspaces and placesʼ, lacking substantial research and understanding of the information incorporated therein. Therefore, by presenting the images and contents of historical maps and of Belgrade, the aim was to point out the importance of linking maps and narratives, that is, the importance of maps and plans for the space-time set of discussions on the city.

AB  - This paper studies land cover changes of Belgrade, over the past three centuries. For this purpose, we applied an interdisciplinary approach by integrating historical and landscape ecological perspectives. We produced four reconstruction maps presenting land cover around the turn of the 18th, 19th, 20th and 21st centuries, based on historical maps and written sources. The conversion of land cover from historical maps was done based on CORINE Land Cover level 3, while Land Cover level 1 was used for displaying on the reconstruction maps. This allowed us to compare the changes that occurred from the turn of one century to the next. It was determined that land cover of Belgrade has transformed from dominantly semi-natural in the 18th century, to agricultural in the 19th century, and artificial in the 20th century. We determined that the driving forces of land cover changes were activities that were part of the political agendas of various states that governed Belgrade. The present analysis bridges the gap in the relevant literature on land cover changes in Belgrade in the long-term, and provides qualitative and quantitative results relevant for research-based management actions, planning processes and restoration ecology.

поред водопада реке Клајд, данас има статус светски признатог културног добра. Рад приказује обнову и заштиту створених и природних ресурса Новог Ланарка и базира се на архивској грађи, релевантној литератури и теренском истраживању. Окосницу насеља у време настанка чинили су фабрички објекти и зграде за становање радника. Посебност Новог Ланарка, у односу слична насеља огледала се у постојању јавних установа и садржаја који су доприносили бољем животу радника и њихових породица. Такву структуру комплекса формирао је социјал-утописта Роберт Овен (1771–1858). У време док је био власник од 1800. до 1824. године, Овен је од обичног индустријског села створио једну од првих напредних индустријских заједница која је постала узор широм света. Насеље Нови Ланарк континуирано је живело до 1968. године када су фабрике престале са радом и када га напуштају готово сви становници. Нови живот Новог Ланарка почиње 1974. године оснивањем независне организације која је започела обнову и ревитализацију заједнице и насеља. Данас је реконструисан највећи број објеката, на специфичан начин је покренут део некадашњих фабричких активности, а насеље је добило нове становнике. То је подразумевало сарадњу свих релевантних актера – јавних институција, приватних иницијатива, локалног становништва и независних удружења – уз пуно поштовање домаће легислативе и међународних конвенција. Цео комплекс је 2001. године уврштен на Унескову листу локалитета светске баштине. Процес ревитализације Новог Ланарка представља пример добре праксе у примени интегралног приступа, савремених принципа и метода обнове градитељског наслеђа у духу препорука и смерница за заштиту културног и природног наслеђа, те може послужити као угледни модел за очување архитектонских објеката, људских активности, технологија и начина производње.
AB  - The industrial village New Lanark was established in south Scotland near the Falls of Clyde
in the late 18th century, and today, it is recognized as one of world’s most valuable heritage
assets. This paper presents the revitalization and preservation of the built and natural environment of New Lanark and draws on the analysis of archival materials, relevant literature and field visit. The New Lanark was founded as a mill village composed of cotton mills powered by
water-wheels, and workers’ housing structures. The distinct feature of New Lanark, as compare
to other similar properties, were social facilities intended to ensure better quality of life for workers and their families. This was the achievement of the social utopian Robert Owen (1771–1858). From 1800 to 1824, at the time he owned the complex, Owen created one of the
first advanced industrial communities, which became a model recognized around the globe.
The New Lanark had existed until 1968 when factories were ceased and almost all residents
abandoned it. The new life for New Lanark began in 1974 with the establishment of the New
Lanark Conservation Trust which initiated the restoration and preservation of the community
and the settlement. Today, most buildings are renovated, a part of the former factory activities
are revitalized, and settlement is given to new residents. This has involved the cooperation of
all relevant actors – public institutions, private initiatives, the local population and independent
associations – with full respect for the national legislation and international conventions. In
2001, the entire complex was declared a UNESCO World Heritage Site. The protection and revitalization of New Lanark is an exceptional example of applying an integral approach, modern
principles and methods of restoring architectural heritage in the spirit of the recommendations
and guidelines for the safeguarding of cultural and natural heritage and a best practice example
that can serve as a possible model of preserving architectural buildings, human activities, technologies and production methods.

AB  - У раду је приказан процес израде плана детаљне регулације неформалног ромског насеља Мала Губа у Прокупљу. Описани су и дискутованo je o кључним корацима процеса кроз које се прошло, како би на крају план прихватили Роми и усвојила Скупштина општине Прокупље. Процес и његови кораци који су овде изложени, нису дефинисани Законом о планирању и изградњи – али њиме нису ни искључени; они су сугерирани Водичем за легализацију неформалних ромских насеља који је приредила Мисија ОЕБС-а у Србији у сарадњи са Министарством животне средине и просторног планирања Републике Србије. Суштина спроведеног процеса била је да су се три релевантна актера – општина Прокупље са својим службама, ромска заједница Мале Губе са Друштвом Рома Прокупље и урбанистички тим Југословенског института за урбанизам и становање (ЈУГИНУС) са Друштвом за унапређивање ромских насеља (ДУРН) – повезали, усагласили сва кључна питања и на тој основи израдили одговарајући урбанистички план. При том се пошло од два става. Први, да је партиципација, односно учешће становника Мале Губе, и заједнице у целини и породица и појединаца, у доношењу одлука у свим фазама израде урбанистичког плана, основно право и кључни предуслов за реализацију плана која ће се током времена обављати. Друго полазиште јесте да план треба да буде на линији стандарда којима ће бити обезбеђена одрживост насеља и његовог даљег развоја у циљу стварања животног амбијента који ће бити једнак другим насељима Прокупља.
AB  - The paper presents the process of formulation of a detailed regulation plan for the informal Roma settlement of Mala Guba in Prokuplje. It describes and discusses the key steps undertaken in the process in order to ensure the plan’s acceptance by the Roma population and adoption by the Municipal Assembly of Prokuplje. The process and the steps outlined in the paper are not defined by the Law on Planning and Construction. Nevertheless, they are not precluded by the law and they are suggested by the document Guidelines for Legalization of Informal Roma Settlements, prepared by the OSCE Mission to Serbia in cooperation with the Ministry of Environment and Spatial Planning of the Republic of Serbia. The implemented process essentially involved the three relevant parties – the Municipality of Prokuplje with its services, the Roma community of Mala Guba with the Roma Association of Prokuplje, and the urban planning team of the Yugoslav Institute for Urban Planning and Housing (JUGINUS) with the Society for the Improvement of Roma Communities (DURN) – reaching agreement on all the key issues, and developing, based on this, an appropriate urban plan. Two positions were used as the starting point. One was that participation, i.e. the involvement of the inhabitants of Mala Guba, individuals, families and community in general, in all stages of the elaboration of the urban plan was their fundamental right and the key precondition for the plan’s implementation that would subsequently take place. According to the other position, the urban plan should be elaborated along the line of standards that would ensure the sustainability of the settlement and its further development towards creating a living environment equal to other neighbourhoods of Prokuplje.

У литератури је углавном разматран значај Јосимовићевог рада за успех плана, док је утицај и допринос других актера из тадашњег друштвено-политичког миљеа остао занемарен. У овом чланку је анализирана повезаност намера које је износио кнез Михаило Обреновић као наручилац и решења које је давао Емилија Јосимовић као планер, али и обратно, Јосимовићевих идеја које је усвојио кнез. Кључне теме које је Јосимовић обрадио у плану и Објаснењу предлога за регулисање оног дела вароши Београда што лежи у шанцу, као што су: интеграција ткива, кеј и пристаниште, тунел, железница, Калемегдан, уређење Горњег града и ботаничка башта, разматране су у контексту тадашњих потребе и тежњи власти да Београд преобрати у модеран европски град. План који је Јосимовић понудио српској елити, а који је она прихватила, имао је две одлике. Прво, припадао је типу грид-плана који je коришћен у планирању многих градова Европе, чиме је представљао својеврстан симбол европског града. Друго, теме које је Јосимовић обрадио биле су модерне, те је и сам план одражавао модеран поглед на град. Користећи Јосимовићево Објаснење, мемоарску грађу и друге изворе, у раду је приказано како је политичка агенда врха државне власти била у интеракцији са професионалним одлукама о изгледу и садржини плана, што је допринело његовом спровођењу.
AB  - In 1867, the engineer Emilijan Josimović developed a plan for the regulation and reconstruction of Belgrade’s Varoš u Šancu, which was almost completely implemented in the following period. In the literature, the importance of Josimović’s work for the success of the plan has been discussed in considerable detail, while the influence and contribution of other actors from the then socio-political milieu have remained neglected. This article analyses the connection between the intentions of Prince Mihailo Obrenović, as the commissioner, and the solutions proposed by Emilijan Josimović as the planner, and vice versa – it highlights Josimović’s ideas embraced by the Prince. The key topics elaborated by Josimović in the plan and the accompanying expository document (Objasnenje predloga za regulisanje onog dela varoši Beograda što leži u šancu), such as: the integration of the urban fabric, quay and dock, tunnel, railroad, Kalemegdan, the reconstruction of the Upper Town and the botanical garden, have been analyzed in the context of the needs and aspirations of the authorities to transform Belgrade into a modern European city. The plan offered by Josimović to the Serbian elite, and embraced by it, had two hallmarks. First, it belonged to the type of grid plan used in the planning of many cities in Europe and assumed to be a symbol of European city. Secondly, the topics covered by Josimović were modern, and the plan reflected a modern idea of the city. Relying on Josimović’s Objasnenje, memoirs and other sources, the paper shows how the political agenda of the supreme state authorities interacted with professional decisions concerning the layout and the content of the plan, thereby contributing to its implementation

AB  - Istorijske karte i planovi predstavljaju autentičan i verodostojan izvor informacija o urbanističkom, istorijskom i društvenom razvoju gradova i doprinose boljem razumevanju događaja u prošlosti. Nacionalni i lokalni arhivi i muzeji čuvaju veoma značajne fondove i zbirke u kojima se nalaze urbanistički planovi, crteži i srodna dokumentacija koja svedoči o urbanom i urbanističkom razvoju gradova u Srbiji. Urbanistički planovi se često nalaze i u ustanovama, poput urbanističkih zavoda i direkcija za planiranje i izgradnju, koje nisu nadležne za pitanja zaštite. To se posebno odnosi na urbanističke planove gradova u Srbiji – generalne, detaljne i regulacione – koji su nastali tokom 20. veka.
U svakodnevnoj praksi, urbanistički planovi kao istorijska dela od opšteg interesa, kako za gradove na koje se odnose, tako i za Srbiju, uglavnom ne uživaju poseban vid institucionalne zaštite, odnosno nisu prepoznata kao kulturna dobra. Tome doprinosi i činjenica da veliki deo ovog izuzetno vrednog stvaralačkog nasleđa nije proučen, evidentiran, ni publikovan, te je kao takav često nedostupan naučnoj, akademskoj i široj javnosti. Imajući u vidu značaj ove građe, kao i potrebu za povezivanjem i umrežavanjem institucija, organizacija i stručnjaka, veoma je važno istražiti i zaštititi ovu izuzetno vrednu stvaralačku baštinu. Cilj autora rada je da stručnoj i naučnoj zajednici skrene pažnju na neophodnost i važnost evidentiranja, istraživanja, sistematizacije, stručne obrade i valorizacije urbanističkih planova gradova u Srbiji, kao i da predloži mere za stavljanje u okvire institucionalne zaštite ovog kulturnog blaga koje svedoči o urbanom, prostornom, društvenom i ekonomskom razvoju gradova.
AB  - Historical maps and plans are considered as an authentic and reliable source of information of urban, historical and social development of cities, while contributing to better understanding of past events. National and local archives, libraries and museums keep very important holdings and collections containing urban plans, drawings and related documentation that testify about urban and planning development of cities in Serbia. Urban plans are often held by institutions that are not dealing with cultural heritage issues, such as urban planning offices and construction directorates. This is particularly related to urban plans of cities in Serbia – general, detailed and regulatory – that have been formulated during the 20th century. In everyday practice, urban plans as historical works of general interest, both for the cities to which they relate, and for Serbia, do not generally enjoy a special form of institutional protection, that is, they are not recognized as cultural goods. This is also due to the fact that a large part of this extremely valuable creative heritage has not been studied, recorded, nor published, and as such it is often unavailable to the scholars and general public. Bearing in mind the importance of this material, as well as the need for interacting and networking between institutions, organizations and professionals, it is very important to study and protect this extremely valuable creative heritage. The aim of this paper is to draw attention of the professional and scientific community to the necessity and importance of recording, research, systematization, expert processing and valorization of urban plans of cities in Serbia, and to propose measures for the institutional protection of this cultural heritage that testifies about urban, social and economic development of cities.

Multiple landscapes of capital cities

AB  - This review looks at three publications that discuss the timeless issue of the relationship between power and space in capital cities located in a broad temporal and geographic framework. By applying Adam T. Smith’s model of interrelation among politics, landscape and civic values, the editors and authors of Political Landscapes of Capital Cities (2016) examine several major cities located in the area between South America and Southeast Asia during the period spanning from the fourteenth century bc to the present day. They elucidate the ways in which power and political authority are constructed and manifested in conjunction with the natural landscape and human-made environment. The edited volume Capital Cities in the Aftermath of Empires: Planning in Central and Southeastern Europe (2010), which covers the turbulent period between the mid-nineteenth and the mid-twentieth century, deals with the capitals that emerged after the collapse of the Ottoman and Habsburg empires. The book reveals the ways in which the architecture and urban planning of capital cities were used to represent the national identity of the newly formed states. The author of the book The Capital of Europe: Architecture and Urban Planning for the European Union (2004) discusses the capital of one state, the European Union, arguing that common values and identity can be constructed by relying on a clear architectural strategy. Together, these three books highlight the importance and necessity of analysing the multiple landscapes of capital cities from diverse angles.

AB  - Abstract: An architect and ruralist, professor and academician, Branislav Kojić made a remarkable contribution to the study of village architecture and villages, their design and planning. His approach was thorough, systematic, comprehensive and interdisciplinary, and resulted in the establishment of a special trend in the study of the village in these regions — “ruralism”. His research had interregional aspect, encompassing space of all the six former republics of the Socialist Republic of Yugoslavia, and with consideration of local and regional specificities. Creativity of Branislav Kojić united the elements of architecture, urbanism, ethnology, human geography, and allowed the filling of gaps in the former knowledge and approaches to rural issues. In order to present Branislav Kojić’s scientific opus and contribution, the paper presents the basic lines of his work, thinking and development of ideas, following the hierarchy of spatial units - from a rural house, a courtyard, through a village atar, a rural settlement, a system of settlements and a rural region, and finally to the villages in the regional spatial frames.

Protection of Cultural Heritage and Strategic Environmental Assessment in Serbia

AB  - Strategic Environmental Assessment (SEA) was introduced in the Republic of Serbia in the year 2004. After a decade of the Implementation SEA represents an integral part within planning and the environmental management process. The basic framework – methodological and procedural is given by the Law on Strategic Environmental Assessment of the Republic of Serbia, which do mandate an impact assessment also to the cultural heritage and, as well determining the measures that adverse effects may be prevented, reduced and eliminated.
 The paper gives an overview of the current framework within the SEA, with particular reference to the role of this instrument within the process of management and protection of the cultural heritage. In addition, the paper elaborates the state within the information database within SEA in RS, particularly to what extent is established the monitoring system of information and data within SEA studies, when it comes to cultural heritage conservation.
As one of the conclusions, the paper stresses the indirect effect of the SEA within the formation of an information database within the country's cultural heritage authorities and institutions involved in the SEA. This refers, primarily, to updating of the existing information database while still is missing adequate transmission of the information within SEA process regarding cultural heritage situation and conservation.

AB  - Abstract: This article describes a squatter settlement that arose in Belgrade between the two world wars and the communities that lived in it and fought for their right to housing. At the end of the war in 1918, a completely new phenomenon appeared in Belgrade—the squatter settlement. Jatagan-mala was the largest and best known among them. It is used as a case in point to analyze the municipal authorities’ attitude toward squatter settlements and their residents. It is shown how Belgrade Municipality threatened to demolish Jatagan-mala and then partially tore it down, and how it dealt with those who, as a result, were left without a roof over their head. The article also describes the residents’ battle not to lose their homes. Organized and strong in the beginning, over time, their efforts flagged, and in the end, they haggled over monetary compensation for their demolished homes.

Упркос томе, његова професионална делатност и живот нису често били предмет научних текстова, док је проучавање његових стамбених пројеката готово у потпуности изостало. У овом раду су приказани стамбени пројекти Коваљевског које је израдио у Београду углавном у сарадњи са архитектом Владимиром Билинским. Анализа је заснована на оригиналним архивским плановима, списима и фотодокументацији. Стамбене објекте које су ова двојица руских архитеката пројектовали у периоду од 1921. до 1923. год. чинио је дијапазон од малих приземних кућа, преко уграђених вишеспратница у уличном низу, до пространих вила. Мада пројекти које су израдили Коваљевски и Билински не спадају у најзначајнија остварења међуратне београдске стамбене архитектуре, њихово проучавање је важно јер доприноси бољем разумевању и вредновању, како рада самих аутора, тако и укупног архитектонског стваралаштва тог периода. У ширем смислу, овај текст се надовезује на научно-истраживачке тенденције ревалоризације културних, друштвених и историјских вредности стамбене архитектуре Београда настале крајем 19. и у првој половини 20. века, као значајног сегмента материјалног и нематеријалног културног наслеђа и идентитета града и тиме доприноси њеном адекватнијем тумачењу и очувању.
AB  - George Pavlovic Kovalevsky, architect and urban planner, belongs to the most significant authors who created in the period between the Two World Wars in Belgrade. Yet, his work and life have rarely been the subject of scholarly literature, while the study of his housing projects has been overlooked. This paper discusses housing projects designed by Kovalevsky mainly in collaboration with another Russian architect Vladimir Bilinski. The analysis of the projects is based on original archival plans, documents and photographs. Residential buildings designed during 1921-1923 by these two architects include small single-storey houses, multi-storey building and spacious villas. Although of different surface, volume and shape, they have some common characteristics such as: classical construction, equable aesthetic quality that followed the spirit of the late Secession or the modernized Academicism, and were designed in line with the requirements of the property-owners. Buildings created by Kovalevsky and Bilinski cannot be considered among the most important achievements of the interwar Belgrade residential architecture, but their study is important because it contributes to a better understanding and evaluation of the work of these authors, as well as the overall architectural production of that period. In a broader sense, this paper builds upon general rise in interest in the revaluation of cultural, social and historical values of residential architecture in Belgrade that was created in the late 19th and the first half of the 20th century, as an important segment of the material and immaterial cultural heritage and the identity of the city and contributes to its more adequate interpretation and preservation.

AB  - At the turn of the 20th century, there was a striving in Europe to establish a balance between the constructed city fabric and green space. Parks and squares with greenery became just as important as showcase buildings and entities within the city center. This paper investigates Belgrade’s green areas, taking a concise look at their transformation in the historical context: changes in the city center during the 19th century, and concern for health and hygiene in the first half of the 20th century. The paper presents the production of green spaces in Belgrade’s city center through the metamorphosis of devastated and abandoned public and private spaces, and through the creation of new green areas. This paper examines the relationship between culture and nature in Belgrade, within the context of its urban history, and its place values, changed by the new capitalist production of space.
