1968., In 1968, University of Belgrade was the leading institution for higher
education in Yugoslavia, with its 18 faculties and more than 50.000 students.
Beside the growing number of faculties and students, in the post-war period the
University was subject to constant reforms and reorganizations whose goal was to
introduce social management, to adjust the work of the University to the needs
of country, society and economy, to modernize teaching, increase efficiency,
speed and quality of the studies and to educate as many people as possible for
all spheres of social, economic, cultural, educational and science life. However,
in spite of excellent results, the set goals were not fully achieved: the increase in
number of students was not followed by adequate increase in number of teaching
staff nor by improvement of working conditions or teaching quality, while, at the
same time, it led to further deterioration of the already low living standard of the
students. Efficiency of the studies was not significantly improved, duration of the
studies was not shortened, and there was still very high rate of students who were
quitting their studies. Problems of the University were especially visible in the
middle of the 1960s, during the implementation of economic reforms, worsening
of political, economic and social crisis and growth of general socio-economic
problems: unemployment increase, widening of social differences, brain drain,
corruption, shortcomings in the development of self-management, etc. From the
middle of the 1960s Belgrade students started reacting to these general sociopolitical problems, to important international happenings and to matters of
teaching and living standard of students, and they did it spontaneously, outside of
the established system of social management and of the network of bodies of the
Communist Party and of the Student Union in faculties. In the spring of the 1968
tensions at the University of Belgrade and dissatisfaction of Belgrade students
were at their peak and they erupted in full power during demonstrations in June.",
