Challenges of Lifelong Learning in Serbia: An Anthropological Perspective on Insufficient Participation of Women and Rural Populations in Lifelong Learning Programs

AB  - Starting from adult learning theories and principles, after overviewing the main legislation and key policy currently in force, this paper put focus on the recognition of prior learning (RPL) policy in Serbia and analyse a significant gender discrepancy in the motivation for the recognition of prior learning. The second part of paper analyses controversies over the EU's interest in adult education in Serbia. The research uses qualitative methodology which is based on focus-groups and in-depth individual interviews with state experts in charge of implementing lifelong learning (LLL) in Serbia as well as with women who provide home care assistance for elderly in both urban and rural settings. Apart from in-depth individual interviews, the research material for the study of controversies over the EU’s interest in adult education is also composed of any comments given by my interlocutors, directed at the problem in question, collected during my daily activities. Roma people, disabled people, women, rural populations and elderly are noted as vulnerable categories regarding LLL. Women have only recently started to show interest in the RPL, mainly in market oriented qualifications from beauty sector. Adult education is sometimes seen as a way of subordinating Serbian education to the needs of the EU economy and German companies in particular. The motivation for the RPL is mostly in anticipated measure benefits from education, so the most attractive qualifications and offered training programs are the market oriented ones. By taking the example of geronto-housewives this research has shown that although women in both urban and rural settings have attained the same or similar through life and work experiences, women in urban settings are significantly more market oriented and more motivated for RPL.

AB  - Полазећи од теоријских поставки које разматрају улогу дечијих 
игара у социјализацији и енкултурацији деце, разумејући дечију игру као 
облик фолклорне комуникације и узимајући у обзир студије које прате 
утицај савремених трауматичних догађаја на структуру и функцију дечјих 
игара, фокус овог истраживања је на анализи контроверзне дечје игре „џамије“, која се почетком деведесетих година двадесетог века спорадично игра 
у Пљевљима (Црна Гора). Компаративни истраживачки материјал представљају подаци о истој игри из Бања Луке (Босна и Херцеговина). У оба 
случаја место дешавања игре су градови богатог исламског наслеђа, са два 
етно-културна пола која су центрирана око православног и исламског идентитета, у којима живи већинско православно становништво и у којима су у 
периоду играња игре изражене верске тензије. Будући да дечије игре одражавају обрасце присутне у стварном животу, као и да деца у играма некада 
опонашају трауматичне догађаје којима сведоче у реалном животу, посебна пажња рада биће посвећена разматрању везе између саме игре и припадајућег јој друштвеног и културног контекста. Несвесним слојевима игре 
приступиће се из перспективе проучавања фолклора која фолклор сагледава као друштвено прихватљив механизам којим се исказују забрањени или 
потиснути садржаји.
AB  - Drawing on the theories about the role of children’s games in children’s 
socialisation and enculturation, understanding children’s games as a form of folklore communication and taking into account studies about the impact of contemporary traumatic events on the structure and function of children’s games, 
the present research focuses on the analysis of the controversial children’s game 
“mosque” (“džamija“) sporadically played in Pljevlja (Montenegro) in the early 
1990s. Comparative research material presents data about the same game in Banja Luka (Bosnia and Herzegovina). In both cases, the place where the game was 
played were the cities of rich Islamic heritage, with two ethnic and cultural poles, 
centred around the Orthodox and Islamic identity, with the majority Orthodox 
population and with pronounced religious tensions at the time the game was 
played. As children’s games reflect the patterns present in real life, and given that 
children sometimes emulate in games the traumatic events they witness in real 
life, a particular focus of the paper will be placed on examining the link between 
the game and the appertaining social and cultural context. The unconscious layers of the game will be tackled by studying folklore, which is taken as a socially 
acceptable mechanism that expresses forbidden or suppressed content.

Controversies Over Мontenegrin Identity After the Political Turn in 2020: Can Montenegro Overcome Identity Tensions On Its Path Towards the EU Membership?

AB  - After gaining independence in 2006, Montenegro's primary foreign policy interest and desired future was membership in the EU and NATO. Because any desired future necessitates an image of a desired past, Montenegro's accession to NATO and the EU was frequently associated with the most significant events in Montenegrin history. Montenegrin ruling elites were able to choose, organize, and manage symbolic activities as a result of their position in the highest echelons of power, creating an image of a desired past. However, following the political turn in 2020, new Montenegrin ruling elites began to challenge the image of the past established over the previous fifteen years, causing many identity issues throughout Montenegro. Because narrative representations of a communal past are among the most powerful practices in creating, shaping, transferring, and reconstructing national identity, I began my research by examining meta-discursive practices in which important national historical events have been linked to Montenegro's integration into the Euro-Atlantic community in the periods a) preceding and b) following the recent political turn. Following this initial phase, the ethnographic component of the research identified the focal points of controversies over Montenegrin identity after 2020. Aside from theoretical contributions, the anthropological analysis of these identity hotspots resulted in practical guidelines for reducing identity tensions, which is especially important in the light of Montenegro's accession to the European Union.

The Practice of Wearing Face-Masks in Montenegro: An Insight into Cross-cultural Analysis of Covid-19 Prevention Measures and Practice

AB  - Although the Covid-19 transmission happens in the same way across the globe, the 
implementation of virus prevention measures and recommendations occurs with many variations 
in different national and cultural contexts. The main goal of this study is to encompass the 
complexity of local cultural factors that affect the practice of wearing protective face-masks in 
Montenegro. Ethnography is a methodology which largely, though not exclusively, 
employs qualitative methods. Thus, the data has been obtained in a series of in-depth interviews 
with which I encompassed persons of varied socio-demographic characteristic. The data obtained 
through semi-structured in-depth ethnographic interviews sheds light on attitudes permeating the 
practices of wearing face-masks in Montenegro. Attitudes against wearing face-masks in Montenegro encompass typical globally  widespread anti-masking arguments. The practice of wearing face masks has its political  dimension as well as its regional discrepancies. Funeral ceremonies are highly risky events for  Covid-19 transmission, but they still put a strong ethical pressure on people to take part in them.  Claiming medical issues or the issues of personal freedom and freedom of choice are the main arguments against wearing face-masks in Montenegro. A part of globally  widespread arguments circulating in Montenegro are also the religious ones. The political  dimension of wearing face masks was particularly noticeable during the protests against the  controversial religion law adopted in late December 2019. Funeral ceremonies and particularly  the funeral lunch devoted to the soul of buried person might be a reason for increase in the number of people infected with coronavirus in Northern Montenegrin towns.

Postkulturna perspektiva: izazovi multikulturalizma u savremenoj Crnoj Gori (Pljevlja kao studija slučaja)

AB  - Na javnoj političkoj sceni i kulturnoj mapi Crne Gore multikulturalizam se u kontinuitetu
doima kao jedan od elemenata demokratizacije društva i pokazatelj (težnje ka) pripadnosti
modernoj evropskoj (zapadnoj) zajednici. Nasuprot tome, tokom poslednje decenije značajan
broj vodećih političara u zapadnim društvima kritukuje multikulturalizam, pretežno se pozivajući
na zloupotrebe grupnih kulturnih prava. Budući da su u protekle tri decenije postkulturni
antropolozi dobro dokumentovali izazove koje nosi instrumentalizacija grupnih kulturnih
prava i prvi upozorili da bi multikulturne politike trebalo napustiti ili bar bitno korigovati (vođeni
fundamentalno različitim težnjama i motivima od političkih kritičara multikulturalizma koji će se
javiti značajno kasnije), na početku rada sažeto su prikazani glavni argumenti kritike
multikulturalizma u postkulturnoj antropologiji, sa posebnim fokusom na razlike između
antropološke i političke kritike multikulturnih politika. Teorijsko-metodološki okvir istraživanja
predstavljaju studije antropologije multikulturalizma i analize perspektiva postkulturne
antropologije razvijene u naučnim radovima i knjigama savremenih postkulturnih antropologa.
Kvalitativnom metodologijom prikupljanja informacija, putem dubinskih intervjua i fokus grupa,
analiziraju se multikulturne politike u Pljevljima – nacionalno, etnički i verski mešovitom
gradu u Crnoj Gori. Poseban akcenat u istraživanju je na modelima organizovanja lokalnih
javnih politika u oblasti kulture, radu političkih predstavnika kulturnih identiteta i aktivnostima
nevladinih organizacija koje deluju na polju očuvanja i promocije nacionalnih kultura. Ovako
dizajnirano istraživanje osvijetljava modele upotrebe instrumenata multikulturnih politika u
kulturno mešovitim sredinama i državu u celini, sadašnje domete ovih politika i izazove koji
pred njima stoje u budućnosti.
AB  - The Pljevlja case study analyses challenges of multiculturalism in nationally, religiously and ethnically mixed 
town in Northern Montenegro. The research has shown that cultural differences are often considered a discriminatory factor regarding promotion of local national identities as well as in gaining employment in the civil 
service and state-owned companies. Namely, the first phase of ethnographic research (2019) showed that local 
Serbs held belief that the state did not look favourably on their activities on the promotion of Serbian identity as 
well as that they had limited access to employment in the civil service and especially in state-owned companies. 
By contrast, the second phase of ethnographic research (2021) shoved that the same beliefs began to be genera ted among local Bosniaks/Muslims in the period after 2020 Montenegrin parliamentary election when a new 
parliamentary majority dominated by pro-Serb parties came into power. From this research it is evident that our 
specific form of multiculturalism lacks the capacity to be legitimately accepted among all communities and to 
serve as a driver of development. The response of society should be complex and system-oriented because key and 
powerful concepts, such as culture or multiculturalism, should not be left to less knowledgeable administrative 
workers, interest groups or amateurs. In that respect, the empowerment of academic resources and their use in

broj vodećih političara u zapadnim društvima kritukuje multikulturalizam, pretežno se pozivajući
na zloupotrebe grupnih kulturnih prava. Budući da su u protekle tri decenije postkulturni
antropolozi dobro dokumentovali izazove koje nosi instrumentalizacija grupnih kulturnih
prava i prvi upozorili da bi multikulturne politike trebalo napustiti ili bar bitno korigovati (vođeni
fundamentalno različitim težnjama i motivima od političkih kritičara multikulturalizma koji će se
javiti značajno kasnije), na početku rada sažeto su prikazani glavni argumenti kritike
multikulturalizma u postkulturnoj antropologiji, sa posebnim fokusom na razlike između
antropološke i političke kritike multikulturnih politika. Teorijsko-metodološki okvir istraživanja
predstavljaju studije antropologije multikulturalizma i analize perspektiva postkulturne
antropologije razvijene u naučnim radovima i knjigama savremenih postkulturnih antropologa.
Kvalitativnom metodologijom prikupljanja informacija, putem dubinskih intervjua i fokus grupa,
analiziraju se multikulturne politike u Pljevljima – nacionalno, etnički i verski mešovitom
gradu u Crnoj Gori. Poseban akcenat u istraživanju je na modelima organizovanja lokalnih
javnih politika u oblasti kulture, radu političkih predstavnika kulturnih identiteta i aktivnostima
nevladinih organizacija koje deluju na polju očuvanja i promocije nacionalnih kultura. Ovako
dizajnirano istraživanje osvijetljava modele upotrebe instrumenata multikulturnih politika u
kulturno mešovitim sredinama i državu u celini, sadašnje domete ovih politika i izazove koji
pred njima stoje u budućnosti., The Pljevlja case study analyses challenges of multiculturalism in nationally, religiously and ethnically mixed 
town in Northern Montenegro. The research has shown that cultural differences are often considered a discriminatory factor regarding promotion of local national identities as well as in gaining employment in the civil 
service and state-owned companies. Namely, the first phase of ethnographic research (2019) showed that local 
Serbs held belief that the state did not look favourably on their activities on the promotion of Serbian identity as 
well as that they had limited access to employment in the civil service and especially in state-owned companies. 
By contrast, the second phase of ethnographic research (2021) shoved that the same beliefs began to be genera ted among local Bosniaks/Muslims in the period after 2020 Montenegrin parliamentary election when a new 
parliamentary majority dominated by pro-Serb parties came into power. From this research it is evident that our 
specific form of multiculturalism lacks the capacity to be legitimately accepted among all communities and to 
serve as a driver of development. The response of society should be complex and system-oriented because key and 
powerful concepts, such as culture or multiculturalism, should not be left to less knowledgeable administrative 
workers, interest groups or amateurs. In that respect, the empowerment of academic resources and their use in

AB  - Kako sagorevanje uglja predstavlja jedan od najvećih izvora zagađenja vazduha na globalnom nivou, EU različitim mehanizmima pokušava umanjiti upotrebu ovog fosilnog goriva i stimulisati proizvodnju električne energije iz obnovljivih izvora. Tragovi rudarenja u pljevaljskom kraju sežu u daleku prošlost, a od socijalističkog perioda razvojne perspektive grada počinje da odlikuje snažna sirovinska orijentacija, koja se dominantno zasniva na eksploataciji uglja. Upravo u periodu kada se problematizuje prestanak rada Termoelektrane u Pljevljima, a samim tim i budućnost eksploatacije uglja u jednom od najzagađenijih gradova Evrope, lokalne umetnice i preduzetnice okupljene u NVO „Kišobran za Sunce” počinjuda izrađuju nakit i druge ukrasne predmete od pljevaljskog uglja – nazivajući ga u promotivnom materijalu pljevaljskim crnim zlatom. Polazeći od šireg okvira kreativnih industrija u radu se analizira ovaj zanimljiv i inovativan projekat ženskog preduzetništva i pažnja se usmerava na proces nastajanja novog simboličkog, kulturnog, identitetskog i estetskog doživljaja fosilnog goriva, čija eksploatacija leži u osnovi razvoja Pljevalja kao industrijskog centra.
AB  - As coal combustion is one of the main global pollutants, the EU 
is trying to reduce the use of this fossil fuel and stimulate the production of 
electricity from renewable sources. In the Pljevlja region, traces of mining 
can be found dating back to distant past, but coal exploitation did not 
start to play a key role in the town’s development until the socialist period. 
In the years when the Pljevlja Thermal Power Plant is facing the threat 
of shutdown due to the hours of operation provided by the EU’s Large 
Combustion Plants Directive, and when the future of coal exploitation in Pljevlja and its whole economy have been put into question, local artists 
and entrepreneurs gathered in the NGO "Umbrella for the Sun" („Kišobran 
za Sunce“) have begun to manufacture jewellery and other items decorated 
with pieces of local coal. Based on a broad theoretical framework of creative industries, the paper analyses this interesting and innovative project 
of female entrepreneurship and focuses on the process of creating a new 
symbolic cultural identity and an aesthetic experience of coal.

AB  - U članku se tumače nalazi uporedne etnografske studije o sociokulturnim implikacijama najavljenog otvaranja rudnika litijuma Rio Tinto u Loznici u Srbiji i gašenja termoelektrane Pljevlja u Crnoj Gori. U oba konteksta, koji su kontinuirano na ivici velike društvene konfrontacije, narativ je vođen populizmom zasnovanim na poricanju nauke s jedne strane i ekonativizmu sa druge. Uočava se snažan narativni naboj koji je argument odgurnuo od konvencionalnog skupa ciljeva zelene politike – očuvanja životne sredine, pacifizma, poštovanja ljudskih i manjinskih prava – u nacionalističkoapokaliptični idiom, inače uobičajen u srpskom i crnogorskom društvu. Stavljanje na stranu potlačenih/proučavanih tipična je tehnika antropologije kao kulturne kritike. Naša strategija istraživanja zasnovana je na pretpostavci da se kulturnokritički ciljevi ne moraju ostvarivati kulturno kritičkim sredstvima, pa smo se odlučili da umesto toga uključimo zainteresovane strane, pristup koji je već doveo do izvesnog uspeha u uporedivim slučajevima zapaljivih društvenih sporova kao što su međuetnički razdori u pogledu očuvanja kulturnog nasleđa manjina. Međutim, takav rezultat se u ovoj situaciji pokazao nemogućim, dok su nalazi dosadašnjih etnografskih istraživanja prilično sumorni. Zelena politika je danas ugrožena stalnim nacionalističkim prisvajanjem, baš kao što su liberalni, demokratski i proevropski ciljevi bili predmet nacionalističkog prisvajanja od ranih 2000ih u uzaludnom pokušaju da se prilagode duboko retradicionalizovanom društvu. U dogledno vreme, antikorporativno koketiranje sa ekonativističkim narativom, koji u javnosti proizvodi antirazvojne posledice, trebalo bi da uzme u obzir činjenicu da dovodi u pitanje ne samo razvoj već i osnovne ciljeve Otvorenog društva
AB  - The article outlines the conclusions of comparative ethnographic research on the socio-cultural ramifications of the Rio Tinto lithium mine’s announced opening in Loznica, Serbia, and the shutdown of the Pljevlja thermal power plant in Montenegro. In 
both contexts on the verge of major societal conflict, the narrative is driven by populism based on scientific denialism on the one hand and econativism on the other. There 
is a powerful narrative charge that has moved the debate away from the standard set 
of green policy aims - environmental conservation, pacifism, respect for human and 
minority rights - and into a nationalist-apocalyptic idiom otherwise prevalent in Serbian and Montenegrin culture. Our research strategy is based on the assumption that 
culturally critical goals do not have to be achieved through culturally critical means, 
so we decided to involve stakeholders instead, a strategy that has already resulted in 
some success in comparable cases of flammable social disputes such as inter-ethnic 
strife. However, in this case, such a goal turned out impossible to achieve, and the 
outcomes so far were fairly bleak. Green politics is under threat from nationalist appropriation, much as liberal, democratic, and pro-European aims have been the target 
of nationalist appropriation since the early 2000s in a vain attempt to adapt to a profoundly re-traditionalized society. Anti-corporate flirting with the econativist narrative, which has anti-development effects in public, should consider the fact that it 
calls into question not just development but also the fundamental ideals of the Open 
Society.

Ka inkluzivnom karakteru Leksikona etnologije Crne Gore

AB  - Imajući na umu da je socijalna i duhovna kultura manjinskih naroda u
novije vrijeme rijetko bila predmet interesovanja crnogorske etnologije, ovaj rad ukazuje
na mogućnost da određeni elementi manjinskih etnologija ne dobiju adekvatan tretman
u prvom Leksikonu etnologije Crne Gore. Polaznu teorijsku osnovu analitičko-interpretativnog
dijela rada predstavljaju ideje o inkluzivnom karakteru Registra nematerijalne
kulturne baštine, koje u svojim radovima predlaže, razvija i obrazlaže antropolog Miloš
Milenković. Iako su principi formiranja Registra NKB i izrade LECG znatno različiti,
oba dokumenta bave se tradicionalnim etnološkim temama. Stoga, analiza određenih
paralela u procesu izrade ova dva dokumenta mogla bi da bude značajna u kontekstu dolaska
do inkluzivnog karaktera Leksikona. Potencijalna ograničenja u vezi sa obradom
odrednica vezanih za manjinske etnologije demonstrirana su na primjeru orijentalnog
nasljeđa i socijalne i duhovne kulture Bošnjaka/Muslimana i Albanaca. Na kraju rada
predložene su preporuke u cilju prevazilaženja mogućih prepreka i obezbjeđivanja inkluzivnog
karaktrea LECG, koji bi bio prilagođen društvenom, kulturnom i identitetskom
kontekstu Crne Gore.
AB  - Having in mind that Montenegrin ethnology has rarely approached social and spiritual culture of minority peoples, in this paper I express my concern that the first Lexicon 
of Ethnology of Montenegro might neglect important elements of minority ethnologies. 
The concept of Inclusive List of Intangible Cultural Heritage, promoted and developed 
by Miloš Milenković, is the starting theoretical point of the analytical-interpretative part

topics. The analysis of certain parallels in the process of drafting these two documents 
could be significant in the context of reaching the inclusive character of the Lexicon 
of Ethnology of Montenegro. Expected limitations regarding minority ethnologies are 
demonstrated on the example of the oriental cultural heritage and social and spiritual

predložene su preporuke u cilju prevazilaženja mogućih prepreka i obezbjeđivanja inkluzivnog
karaktrea LECG, koji bi bio prilagođen društvenom, kulturnom i identitetskom
kontekstu Crne Gore., Having in mind that Montenegrin ethnology has rarely approached social and spiritual culture of minority peoples, in this paper I express my concern that the first Lexicon 
of Ethnology of Montenegro might neglect important elements of minority ethnologies. 
The concept of Inclusive List of Intangible Cultural Heritage, promoted and developed 
by Miloš Milenković, is the starting theoretical point of the analytical-interpretative part

Trump, Montenegrins and the third world war

AB  - Thanks to President Trump's controversial interview in which he described the Montenegrin people as very aggressive, suggesting that Montenegro could be the cause of a third world war, this small Balkan nation got more attention than it had ever had before. Effectively, Trump exaggerated a historical stereotype of Montenegrins and based his comment on Montenegro's political behaviour from several centuries ago when they developed a warlike ethos. How this awareness of Montenegro's aggressive nature as a warrior people made its way to Donald Trump and how exactly he thinks Montenegrin bellicosity could be the cause of a third world war, we can only speculate. Montenegro has fewer than 700,000 inhabitants. The Montenegrin army counts some 1,800 soldiers. Most of the soldiers in active service see the job as a secure source of income, not a chance to prove their combat skills. Montenegro is therefore most unlikely to be the source of aggression itself. Starting from President Trump's statement regarding Montenegro, in this article, the author problematizes the historical roots of Montenegrin traditional masculinity, the reasons why the question of NATO membership still provokes controversies over Montenegrin identity and the position of Montenegro in contemporary geopolitics.

parade showed that homosexuals are acceptable to some degree, but effeminacy
is their main feature that endangers dominant masculinity, generates negative
attitudes on homosexuality and makes Montenegrin society less accepting for
homosexuality. Having in mind that anti-femininity was one of the main features
of traditional Montenegrin manliness and that effeminacy is the most hated
feature of homosexuals, this research explains why negative attitudes toward
women and homosexuals share the same cultural roots and why Civil Society
projects regarding gender and sexuality in Montenegro must approach them as
two sides of the same coin.

гей-гордости, показало, что гомосексуалы приемлемы до некоторой
степени, однако, женоподобность – их отличительный признак –
подвергает опасности доминирующую мужественность, вызывает
негативное отношение к гомосексуалам и делает черногорское общество
менее лояльным в отношении гомосексуалам. Помня о том, что анти-

Do Homosexuals Wear Moustaches? Controversies around the First Montenegrin Pride Parade

AB  - Owing to their multivocal and dynamic character, symbols carry multiple and sometimes contradictory meanings. Power struggles often crystallise around a single ‘thing’ which comes to carry heavy and contested symbolic weight. In that way, the struggle over masculinity, sexuality, heritage and belonging provoked by the first Pride parade in Montenegro’s capital crystallised
around the moustache. Notably, after applying for EU membership (in 2008) and acquiring candidate status (in 2010), Montenegro opened accession negotiations with the European Union in 2012. As the EU has recognised Pride marches as an important marker of democratisation and human rights promotion, in order to show its commitment to human rights, Montenegro organised its first Pride march in 2013. Although Montenegro has witnessed a shift in acceptance of sexual minorities therein recent years, controversies over the moustache as the symbol of the first Montenegrin Pride parade clearly show that rapid change in national gender policies is accompanied by many overheating effects, as well as that different parts of Montenegrin society are moving toward the EU at different speeds. The attempt of the Montenegrin LGBTIQ community to transfer the semantic area traditionally covering the moustache (honour, pride, morality, heroism, bravery and so on) to the context of contemporary struggles for sexual minority rights, resulted in an interesting and a ‘typically Montenegrin’ culture war. By ‘claiming their right’ to the moustache, and by breaking prejudices about who is entitled to wear it, the Montenegrin LGBTIQ community also ‘claimed their right’ to Montenegrin history and tradition, pointing out that sexual minorities must be full and equal members of Montenegrin culture. By contrast, people with opposing views consider the LGBTIQ community’s appropriation of the moustache an attack on Montenegrin identity, tradition, history and national pride, and find this ‘usurpation’ aggressive and humiliating.

The intertwining of the question of identity with that of NATO membership, and the inseparability of these issues from the context of quotidian politics produces an array of controversies among Montenegrin citizens. The book interprets the public and private debates about Montenegro joining NATO through the prism of anthropological studies of identity; in particular those focused on a general theory of culture and the anthropology of multiculturalism.

Narativna reprodukcija savremenog crnogorskog identiteta u procesu Evroatlantskih integracija (II dio)

AB  - Ukoliko stvarnost konceptualizujemo kao veliki narativ, u koji se
"ugrađujemo" kao socijalna bića, a društveno djelovanje i identite razmotrimo kao narativno
posredovane – onda do punog izražaja dolazi kapacitet narativa u kreiranju,
oblikovanju, prenošenju i rekonstruisanju savremenih društvenih identiteta, kao i reprodukciji
nacije u svakodnevnom životu. Zamišljena evroatlantska budućnost Crne
Gore, nužno zahtijeva i odre!ene narativne interpretacije prošlosti, koje u kasnijim fazama
teže da postanu konsenzusu podložni meta-narativi. Povezivanje značajnih istorijskih
doga!aja i evroatlantskih integracija Crne Gore vrši se različitim metadiskurzivnim
praksama, a najčešće ceremonijama upriličenim evociranju uspomena na
značajne događaje iz bliže i dalje istorije Crne Gore. U tom kontekstu, osobito su
značajne proslave Dana državnosti i Dana nezavisnosti, putem kojih se dominantno
vrši podsjećanje na odluke Berlinskog kongresa, Podgori#ku skupštinu, antifašističku
borbu u Drugom svjetskom ratu i na nezavisnost Crne Gore izglasanu na referendumu
2006. godine. Jasno odre!ene centralne tačke, uz logičku koherentnost na kojoj narativ
nužno počiva, ovako koncipiranom narativu objezbjeđuju "rastegljivost", koja mu
omogućuje i prijem novih elemenata. Narativne interpretacije prošlosti imaju
značajnu funkciju u reprodukovanju nacije, kao i u oblikovanju i učvršćivanju
željenog nacionalnog identiteta, a uspostavljeni narativni kontinuitet prošlosti,
sadašnjosti i zamišljene evroatlanske budućnosti Crne Gore, javlja se kao "zvanični"
posrednik u reprodukciji savremenog crnogorskog identiteta u procesu evroatlantskih
integracija. Za razumijevanje datog narativa, poželjno je njegovo konceptualizovanje
u sinhronijskoj i dijahronijskoj perspektivi, a koje se može manifestovati na dva grafikona,
koja sam u zavisnosti od konteksta, uslovno naslovio kao "grafikon suverenosti"
(unutar kojeg je "kraj" narativa preduslov za početak evroatlantskih integracija) i
"identitetski grafikon" (unutar kojeg se evroatlantske integracije konceptualizuju kao
dijalekti#ki ekvilibrijum samostalnosti i nesamostalnosti).
