Th e prevention of mali gnant diseases has an enormous public health signifi cance
and is the most eff ective approach to malignant diseases control. More than 80%
of all malignancies can be aff ected by preventing or modifying risk factors, i.e. by
preventing the onset of the disease. Simple measures: eliminating smoking, avoiding
alcohol use, proper and healthy nutrition and suffi cient physical activity, can reduce
cancer incidence by 40%.
Th e National Expert Committee for Oncology has proposed to the Ministry
of Health of Republic of Serbia a plan of activities for the active participation of
the nation in the fi ght against cancer, in the form of the National Cancer Plan
2018–2023, following the French model.
Th e cooperation of the Republic of Serbia with the French Government and
the most prestigious French institutions for cancer treatment dates back to 2002.
Within the Reform of higher education project, whose coordinator on the Serbian
side was the author of this text Radan Džodić, about 100 oncologists from Serbia
and Montenegro, of various profi les, were trained in the best oncology centers in
France, and the costs of training were borne by the French Government. In addition,
a fi ve-year agreement on oncology cooperation between the University, the Medical
Faculty and the Pierre and Maria Kiri Institute in Paris and the University, the
Medical Faculty in Belgrade and the Institute of Oncology and Radiology of Serbia
was signed on December 15, 2016 in Paris.
Considering the quality of the French Cancer Plan, the co-operation in the
fi eld of oncology, which lasts for more than a decade, the plan has been adapted to
our setting and will be given to the Government of Serbia for adoption.
Th e aim of this Plan is to cure as many patients as possible by preventing
and early cancer detection, using modern surgical, radiotherapy treatment and
treatment with innovative drugs, while preserving the quality of life during and
aft er disease treatment.
For greater effi ciency, it is necessary to optimize the management of the Plan
and programs in the fi ght against cancer, and to fully involve patients and users of
the health system. Th is Plan should be part of a national health strategy.
Only by full implementation of the Plan it will be possible to reduce cancer
mortality in Serbia, which will be comparable to cancer mortality in developed countries.",
