AB  - The paper explores the rivalry between the Principality of Montenegro and Austria-Hungary in northern Albania. The rivalry in Malësia e Madhe inhabited by the Hoti, Gruda, Kelmendi, Kastrati and Shkreli tribes who inhabited the areas along the Ottoman-Montenegro border was especially investigated. Based primarily on Austro-Hungarian sources, it presents the views of the diplomacy of the Dual Monarchy on the Montenegrin plans as well as the formation of a counter policy that was supposed to prevent the influence of Cetinje and Prince Nikola Petrović-Njegoš on the neighbouring Albanian communities. These Austro-Hungarian plans are analysed, in the first place, on the reports of the consuls in Shkodër. The relationship between Montenegro and the Malësori was seen as undesirable by Vienna and dangerous due to the predicted emergence of an autonomous Albania with Shkodër within its borders, which decision-makers in Austria-Hungary viewed as a necessary precondition for the sustainability of the future state and its own influence in it.

AB  - This paper examines the policies used by the Yugoslav central government in the Yugoslav nation-building project of the 1930s and draws comparisons with the similar experience of Czechoslovakia. It explores the centralist approaches of both governments, highlighting the rise of Croat and Slovak nationalism during the decade in question by analysing the internal political dynamics of both countries. These two communities were crucial  because, unlike numerous national minorities in Yugoslavia and Czechoslovakia, they were considered part of the ‘state-nation.’ Their integration was essential for the suc- cess of the nation-building projects in both countries. External pressure, especially the rise of Nazi Germany, became a crucial factor in the second half of the 1930s and deeply affected the decision-making process in both Belgrade and Prague.

AB  - This paper will focus on the minorities that played an important role in the politics of Serbian right-wing parties and will therefore not take into consideration, for instance, the Czechoslovakian community, which, as a Slavic ethnic group, was not seen with a negative bias or as a cause of concern. Special emphasis will be placed on the “northern” and “southern” minorities divided according to their geographic distribution in Yugoslavia. AB  - The paper explores the ideological frameworks and political practices concerning the idea of Yugoslavism in the ranks of the heterogeneous movements covered by the umbrella term of the Serbian right wing. It is important to note that, for a significant number of political parties, movements and individuals, the attribute “Serbian” is used to reflect their regional origin and ethnic characteristics commonly associated with belonging to the Serbian community, as well as the vague distinction between the terms Serbdom and Yugoslavdom in the interwar period.

AB  - Generally speaking, it can be said that, like in some other cases, Serbian nationalism and the “Serbian variant” of Yugoslav nationalism were radicalized in the interwar period, but fascism nonetheless failed to take root in the broader social context. Some champions of far right-wing views – sometimes organized into groups or organizations – had been active since the 1920s. One of the common characteristics of these individuals was their tendency to frequently change their political affiliation and switch from one organization or political party to another.

AB  - Pashko Vasa was one of the most important writers of Albanian Rilindja and an ardent supporter of Albanian nationalism during the 19th century. The focus of the article is his book Albanien und die Albanesen: Eine historisch – kritische Studie (original title: La vérité sur l’Albanie et les albanais: étude historique et critique) published in 1879 in French, German, and English. Crucial parts of Vasa’s biography are also highlighted. Especially important are his authorships or joint works on several memoranda and articles in 1878, mostly about the Slavic danger and the necessity of the great powers to understand and protect the Albanians. On the other hand, the analysed book is dedicated to the underlining of Albanian-Greek differences. In the struggle for contested borderlands, Pashko Vasa’s writings show several longstanding myths of Albanian nationalism: the ancient origin and unchanged identity and continuity, heroic history of resistance, contemporary warlike nature, and the supposed irrelevance of religious differences. Vasa also called for the creation of a unified Albanian vilayet.

Austro-Hungarian Imperial Project and its Rivals (1912-1914)

AB  - The foreign policy of the Dual Monarchy (1912-1914) found itself wedged between different Albanian factions and conflict with Italy. The “Albanian equilibrium” was difficult to achieve for the Ballhausplatz. If they relied only on North Albanian Catholics, they would lose southern and central Albania, possibly to Serbian or Italian protectorate. An agreement with the rebel Muslims would open a crisis in Shkodër and the possibility of those areas turning to neighbouring Montenegro or being pushed into secession. That is why the struggle for a sustainable Albania was the only solution for Austria-Hungary. Faced with too many adversaries and too few allies, the Dual Monarchy failed to achieve its goals.
It turned out that Italy’s solution was more pragmatic and better suited to the political situation in Albania itself. Essad Pasha Toptani, as an ally, and support for the Muslim rebels of Central Albania were a more reliable approach. Also, even though the authorities in Vienna were aware of the chaotic situation in the country, they wanted to use Albanian troops against Serbia as they prepared to invade that country in the summer of 1914. To summarise, between November 1912 and September 1914 Albania went from early stages of state-building into the state of civil war, which brought about the ultimate failure of the Austro-Hungarian imperial project. When the Imperial-Royal Army
occupied the area between Shkodër and the Vjosa River in January 1916, Austria-Hungary based her policies on different premises from those before
1914.

AB  - Doctoral dissertation „Austria-Hungary and the Shaping of Albania (1896-1914)“ aims to explore the place of Albania and Albanians in the foreign policy ofthe Double Monarchy in the Balkan Peninsula during the decades preceding the FirstWorld War. An example of Austro-Albanian relations was chosen because after1896/97 the idea of the creation of Albania as an autonomous or independent statewith various significances for the Monarchy itself was shaped by its statesmen. Theapplied methodology is based on the analysis of the social and intellectual contextof archival sources which is then combined with the analysis of the prevailingdiscourses crucial for the subject of the dissertation.The aim of the research was to point out the crucial Austria-Hungary’spatterns of action for achieving its goals in Albania, which was understood as aprerequisite of the Balkan hegemony. The suppression of the interference of otherGreat Powers, foremost Italy, as well as of the neighbouring countries of Serbia andMontenegro was the urging idea of the Monarchy’s statesmen in order to preventthe presence of any undesirable rival on the eastern Adriatic coast.For this purpose, the Austro-Hungarian consuls established various forms ofcooperation with the local Albanian political elites to win them over for the idea ofthe emergence of a new state. All individuals and associations that spread the ideasof Albanian nationalism, especially through the press, were financially andotherwise supported. Work on the standardization of the Albanian language andalphabet were combined with an extensive support of education in Albania.Emphasis is placed on the importance of Austro-Hungarian albanologists and theirinfluence on the transformation of the Albanian nationalist discourse.The consequences of the Austro-Hungarian imperial project were underlinedby researching its peak during the first years of the Albanian independence (1912-1914). Symbolized in the ruler of Albania, Wilhelm of Wied, who was the choice ofthe Austro-Hungarian decision makers, their imperial undertaking was defeated bythe internal resistance of the Muslim rebellion supported by its rivals

AB  - This paper analyses the Austro-Hungarian occupation of Serbia during the First World War and the activity of the occupation administration of the Military Governorate in the context of its “civilizing mission”. It points to the aspects of the occupation that reveal the Austro-Hungarians’ self-perception as bringers of culture and civilization as conducive to creating an ideological basis for a war against Serbia. The paper also presents their outlook on the world in the age of empires and their idea of establishing what they saw as a more acceptable cultural basis of Serbian national identity shaped primarily by loyalty to the Austro-Hungarian Emperor and King and the ideals of order and discipline. The process is studied through analysing the occupation policies aimed at depoliticizing the public sphere by closing the pre-war institutions of culture and education and introducing educational patterns primarily based on the Austro-Hungarian experience in Bosnia and Herzegovina.

AB  - The paper presents the career of Ismail Kemal, one of the leaders of the
Albanian national movement with a focus on the period between the 1865th
and 1903. Using, first of all interactionist theories of ethnic identity and
nationalism, the paper considers the development of Ismail Kemal‘s identity as
one of the most important members of the Albanian Muslim elite. During this
period, Ismail Kemal has crossed a long way from the imperial bureaucrat to
one of the leaders of the Albanian national movement. As a result of reforms
in the Ottoman Empire and the growing fear of the neighboring Balkan states
and the interests of European great powers, Albanian elite, including Ismail
Kemal gradually rejected the Ottoman Empire that now served only as a
political necessity. From humble beginnings in the local administration Ismail
Kemal managed to become trusted man of Midhat Pasha and administrator in
several provinces of the Ottoman Empire. Even in the early years he was close
to circles of Albanian nationalists and like most members of the Albanian
Muslim elite until the early 20th century he believed to be Albanians and
Ottoman are not mutually exclusive. Growing pressure of Abdulhamid‘s II
regime, increasingly uncertain political situation in the lands which were
regarded as Albanian by Ismail Kemal and inability to progress in Ottoman
service completely turned him towrds ideas of Albanian nationalism.
