dc.description.abstract | У складу са Националним акционим планом за производњу енергије из обновљивих извора у Србији је до сада изграђено око 90 малих хидроелектрана (МХЕ), док је планирана изградња 856 МХЕ, доминантно деривационог типа, у брдско-планинским пределима Србије, од чега велики број у заштићеним природним подручјима (национални паркови, паркови природе, специјални резервати природе, строги резервати природе). Србија је најсиромашнија земља Балкана када су у питању аутохтоне површинске воде, а управо на еколошки и хидролошки највреднијим водотоковима започело је спровођење масовне градње МХЕ. Проблеми који су уочени изградњом постојећих МХЕ захтевају хитно преиспитивање процедура за издавање дозвола, како за планиране тако и изграђене објекте, уз императив забране даље градње у заштићеним природним подручјима. Уколико би се све планиране МХЕ изградиле, било би обезбеђено свега 2–3,5% потреба у енергетском билансу Србије на годишњем нивоу, али би то значило да је девастиран највећи део квалитетних водотокова брдско-планинског региона Србије, са више од 2.200 km поточних корита у цевима. Због малог енергетског доприноса, а фаталних еколошких последица, власти САД, Кине, Индије, Француске, Шпаније, као и других земаља су уклониле велики број изграђених МХЕ. Други начини производње енергије из обновљивих извора имају далеко мање негативне ефекте на животну средину, а ако би се губици Електропривреде Србије (ЕПС) приликом преноса електричне енергије од произвођача до корисника смањили за само 2%, била би сачувана количина која би елиминисала потребу за деривационим МХЕ. | sr |
dc.description.abstract | In compliance with the National Renewable Energy Action Plan of the Republic of Serbia, around 90 small hydropower plants (SHPPs) have been installed so far, while the installation of 856 SHPPs has been planned, mostly derivative ones, in the mountainous areas of Serbia, of which a large number in protected natural areas (national parks, nature parks, special nature reserves, strict nature reserves). Even though Serbia is the poorest Balkan country in terms of autochthonous surface waters, it is on ecologically and hydrologically most valuable watercourses that the large-scale installations of SHPPs have been initiated. Problems that were identified during the installation of the existing SHPPs called for urgent reconsidering of permit issuing procedures for both the planned and already installed plants, with the main focus on prohibiting further installation of SHPPs in protected natural areas. If all planned SHPPs would be installed, only 2‒3,5% of Serbia’s energy balance requirements would be satisfied at an annual level. On the other hand, it would trigger the devastation of a large part of high-quality watercourses in the mountainous areas of Serbia, with more than 2,200 km of riverbeds in the pipes. Because of their low contribution to total power generation, and thе fatal ecological consequences they may trigger, the administrations of the USA, China, India, France, Spain, as well as some other countries have dismantled a large number of already installed SHPPs. Some other ways of generating power from renewable sources have by far less adverse environmental impacts, and if the electricity losses of Elektroprivreda Srbije (EPS) incurred in transmission of electricity to the consumer would be reduced by only 2%, the amount of electricity that would eliminate the need for derivative SHPPs would be preserved. | en |
