Недостаци система као претежни изазивач глобалне економске кризе (2007-2010)

Abstract

У раду се аналитички сагледавају главни покретачи текуће глобалне економске кризе, полазећи од тезе да је систем дубинска детерминанта кризе која се манифестовала у периоду 2007–2010. Систем је кроз своје подстицаје и ограничења објективно условљавао понашања актера економских и друштвених процеса и (не)делотворност институција и економске политике, а преко тога и (не)успешност привреде и друштва мерено савременим перформансама. Привреда је као подсистем друштва ушла у рецесију не само због ресурсних и технолошких ограничења, већ и због управљачких ограничења везаних за политички систем и друштвену структуру, институције и регулаторне аранжмане, неформалне институције и вредносна опредељења, као и услед тога што постојећи институционални поредак и на њему заснована економска политика и понашање политичких чинилаца и економских и друштвених актера нису амортизовали екстерне шокове и спречили кризне поремећаје.

The paper analytically considers the main drivers of the current global economic crises, starting from the thesis that the system is the depth determinant of the crisis that was manifested in the 2007–2010 period. Through its own incentives and constraints, the system objectively determined the behavior of actors of economic and social processes and the (non)effectiveness of institutions and economic policy and, consequently, the (non)success of the economy and society as measured by contemporary performance parameters. Analysis shows that the economy as a subsystem of society entered recession not only because of resource and technological limitations but also because of administrative limits tied to the political system and social structure, institutions and regulatory arrangements, informal institutions and value orientations, as well as because the existing institutional system and the economic policy and behavior of political, economic and social actors on which it is based, did not absorb external shocks and prevent crisis disorders.
