Економске кризе биле су бројне у капитализму у периоду његовог настанка и
у свим етапама његовог развоја. Тржишна привреда по својој природи je ризична. Стога је у последњих неколико деценија дошло до великог развоја система управљања ризицима у тржишној
привреди.
У реаговањима на актуелну светску економску кризу углавном се говорило о недостацима
либералног тржишта а не о недостацима државе и њеној улози у контроли тржишта. Тржиште,
међутим, није тако либерално како се, када је избила криза, о томе расправљало, и не може да буде
главни узрок кризе, јер држава не само регулативом, већ и економско-финансијским мерама може
да утиче на тржишне токове.
Inconsistencies in monetary control regimes of the banking system have,
together with an expansive monetary policy, caused the recent world crisis. Efforts need to focus on
identifying the market imperfections that gave rise to incentives for excessive risk taking and high
leverage, as well as the regulatory failures that together caused this unprecedented global financial
crisis. The world today faces both short-term and long-term challenges. Fiscal stimulus packages аrе
evaluated on a case-by-case basis in those countries where room for budgetary maneuvers exists.
It is vital that any discretionary action is timely and temporary and designed to ensure maximum
effectiveness. Infrastructure investment is often mentioned as a desirable instrument for stimulus.
The priority is to restore economic growth. Policy measures to restore economic growth are
therefore essential. But to do so, governments also need to deal with issues such as competition,
education, and necessary reform...s. The neglecting of other important challenges, such as climate
change, migration, development aid, innovation and investment in human capital, will result in
other crises in the future. Growth will only take place if society creates institutions and policies that
encourage innovation, reallocation, investment, and education.
