Romani language in Montenegro current state and future prospects
Abstract
Ромски језик у Црној Гори није језик који је Уставом
одређен као службени. Из те чињенице произилази читав низ проблема који се
одражавају на свакодневни живот Рома. С друге стране, Црна Гора је, на основу
Повеље о регионалним или мањинским језицима Савјета Европе, додијелила
ромском језику заштиту која далеко превазилази стварне могућности. На основу
Повеље, ромски језик ужива заштиту у области образовног система, медија,
правосудног система, локалне и државне управе, културе и прекограничне
сарадње. Међутим, у пракси је ситуација далеко од задовољавајуће. Иако све већи
број ромске дјеце похађа школе, ромски се и даље не учи у формалном образовном
систему. Ипак, направљени су одређени помаци кад је у питању образовање Рома.
У области медија треба поменути Ромски радио, као и програм на ромском на
јавном сервису Радио-Телевизијe Црне Горе. Роми могу ријетко користити свој
језик у институцијама на локалном и државном нивоу, док у судовима не постоје
акредитовани судски тума...чи за ромски језик. Ситуација се полако поправља
у смислу веће видљивости Рома у друштву и у медијима. Тако су културне
активности Рома значајније присутне у медијима у односу на период од прије
неколико година. Чињеница је да се положај ромског језика у Црној Гори полако
поправља, али да је напредак, иако видљив, и даље недовољан.
The Romani language is not constitutionally recognized as an official language
in Montenegro. This fact is the cause of a series of problems that the Roma face in
their everyday life. On the other hand, in compliance with the Council of Europe’s
European Charter for Regional or Minority Languages, Montenegro granted Romani
protection in the fields of education, judiciary system, central and local government
administration, public media, culture, economic and social life, and cross-border
cooperation. This level of protection, under Part III of the Charter, which details the
protection of a language, goes beyond the actual possibilities of the state. As a result,
the situation with Romani is far from satisfactory.
A large number of Roma displaced from Kosovo to Montenegro do not speak
Romani but Albanian, while the domicile Roma mainly speak the Gurbeti dialect
of Romani. A significant progress has been made in that an increasing number of
Roma attend primary and secondary s...chools and universities. In 2016, 153 Roma
children were enrolled in the first grade of primary school. Scholarships for Roma
secondary-school and university students are being provided. Thus, in the school
year 2015/16, the number of secondary-school students receiving scholarship was 76,
and the number of university students was 20. In addition, a Montenegrin-Romani/
Romani-Montenegrin dictionary and a Romani literacy book have been published.
The state has also regulated the position of Roma mediators in schools.
On the other hand, Roma have little opportunity to use their language in public
institutions on both local and state levels. The judiciary system has not accredited
court interpreters for Romani, but in some cases interpreters from Serbia have been
hired.
In the media field, Romani Radio, established in 2011, is a significant source
of information for Roma, the illiterate ones in particular. The Montenegrin public
broadcaster, Radio-Television Montenegro, broadcasts a TV programme in Romani
twice a month, while a similar radio programme will start soon. The situation is
improving in terms of better visibility of Roma and their language in the media and
in society in general. Media coverage of the Roma community, especially of their cultural activities, is more frequent and very positive compared to the previous period.
In the social field, there are Roma mediators helping Roma to access services
from social welfare and health care centres and employment bureaus. However, the
mediators have only been hired on a project basis; they should be employed on a longterm basis and paid from the state budget.
It is a fact that the situation of the Romani language in Montenegro is gradually improving, but the progress, although visible, is still inadequate.
